Performance based navigation is an important part of the construction of a new generation of transportation system to meet the rapid development of China’s civil aviation. At present, China has been in accordance with the requirements of the International Civil Aviation Organization and the planning of China’s civil aviation began in the design of all civil aviation airport in the country to use the PBN procedure. Continuous decline operation can greatly improve airspace capacity, reduce fuel consumption, enhance flight safety and comfort. It is the technical foundation of air separation bridge that ICAO envisaged.The emphasis of this paper lies in the research of decision support system. By studying the relevant information, data, combined with the actual regional situation of Chengdu Shuangliu International Airport to build a PBN continuous decline arrival optimization procedures. Based on this arrival procedures, combined with the actual day Chengdu Shuangliu Airport flight plan, we developed the "The system of aircraft Scheduling and monitoring command decision support in terminal area", The system is based on flight performance of each model, calculated the average time that subjects studied, calculate the expected arrival intermediate approach fix time to Schedule aircraft. The system interface displays the flight dynamics of the aircraft and flight information, be provided to the ATC route selection, sorting and adjust the flight time of the function. By running software demo Chengdu airport one day actual flight plan to verify the feasibility and efficacy of the implementation of PBN continuous descent flight, and through this to provide regulatory recommendations. It is also verify that air traffic control automation system, auxiliary support systems required for the function and the actual use of performance. Verification to monitor-based control command mode is feasible.It provide convenient for the terminal area of Chengdu in the future implementation of PBN continuous rise and fall of the ATC automation, reduce the load of ATC.
