The Study On The Post-disaster Village Site Planning Evaluation Based On The AHP

Planning implementation evaluation is an important part of urban planning,especially for post-disaster reconstruction,planning implementation evaluation is playing a particularly important role.At present,the domestic experts and scholars mainly focus on the overall planning evaluation of city and county township and less focus on the village planning implementation evaluation research.Rural planning evaluation system model is not perfect,need to improve planning design and raise the scientific of the design through the planning and evaluation.This paper valuates the implementation of post-disaster reconstruction rural planning between 2013 to 2016 of Big River Dike in Mu Ping Town,Bao Xing county,Ya'an city,Sichuan province and the post-disaster reconstruction village site planning feedback system is established.Meanwhile,this paper provides the case and the evaluation method,as well as the evaluation index system,for the post-disaster reconstruction planning implementation evaluation system,and promotes the improvement of the planning implementation evaluation system theory system in China.In this paper,post-disaster reconstruction was selected as the main line and the village site reconstruction was selected as the focus;Based on the related evaluation method and theoretical basis of both at home and abroad for reference,preliminary screening for Big River Dike site post-disaster reconstruction of individual indicators according to the present situation and characteristics of the case.On the basis of considering various opinions,the corresponding 5 subsystems(village environment,infrastructure construction,housing construction,production recovery,security after a disaster)of 33 individual index(such as geographical location,the village scale,landscape greening and open space and so on)was established through the frequency statistics index,complete reconstruction planning and implementation of the evaluation index system was constructed.Using the method and the principle of analytic hierarchy process.And the index content is quantitated through empowerment,consistency checking index weight and building complete reconstruction planning and implementation of the evaluation index system.In the end,Big River Dike village in Baoxing county planning is as application example,the membership degree of each index was obtained through the way of empowerment heavy content and the consistency index of the quantitative indicators,the post-earthquake recovery and reconstruction conditions are analyzed and evaluation,the effective implementation of the post-disaster reconstruction work proposal was put forward...
