Study On The Post-Evaluation Of The Comprehensive Renovation Of Foshan Fenjiang River

In recent years, with the urbanization and rapid social and economic development,the water environment of river was gradually deteriorated, the river water was polluted,water environmental capacity was decreased, the ecosystem is very fragile, it has taken aserious negative impact to the regional economic, social and environment. Comprehensiveimprovement of the river water has becomed an important part of improving the regionalenvironment, of improving the water environment carrying capacity and of promotinglocal economic and social development.In addition to the characteristics of the general water resources projects, Modernurban river treatment works，also produce the characteristics of the huge social, economic,ecological and environmental impact. The post evaluation of the river training works getsmore and more attention. The modern river treatment is a multi objective andmulti level process， the process should also be multi angle andmulti level scientific and objective evaluation.The subject was commissioned by Foshan Fenjiang comprehensive treatmentheadquarters office of treating Fenjiang River (hereinafter referred to as Fenjiang Office),primarily for the post evaluation to the three years’ treatment of Fenjiang river. TakeFoshan Fenjiang River comprehensive treatment project for example river, combined withfield survey data, the study use mathematical methods to establish an evaluation model toanalyze the completion of the works on the surrounding social, economic, ecological,environmental impact and other project effectiveness, to provide decision making basisfor the sustainable management of river works, and to improve the management level.The following conclusions are got through this research:(1) Through three years’ comprehensive improvement of the Fenjiang River, thewater quality of the main channel has been significantly improved, the goal is basicallyattached——“not black not stink, the river is clear in three years”. However, the overallwater quality within the creek is serious still poor, black, odor.(2) Fenjiang river treatment project is a high investment project, through thecalculation of economic evaluation, the project internal rate of return is greater than the social discount rate, economic costs is greater than1, indicating the significant technicaleconomic benefits, the project has a high return on investment.(3) Through the method of the investigation for willingness to pay to evaluateenvironmental benefits, the eco environmental benefits of Fenjiang river was calculated.The results show that Fenjiang river comprehensive treatment project gainedenvironmental benefits and got the public’s support and recognition.(4) Public satisfaction theory was introduced in the social impact assessment, usingthe PLS2analysis and the weighted average method to measure public satisfaction. Theresults show general satisfactory to the implementation of the public works.(5) Using the evaluation model——fuzzy analytic hierarchy process to overallyanalysis the effects of Fenjiang river treatment project, the evaluation results shows well,indicating that Fenjiang River comprehensive treatment project is successful, reachingremediation goals.
