Risk Assessment Of Ship-borne Dangerous Goods Containers

With the wide application of chemical products in various industries and the rapid development the chemical engineeging industry,making the amount of dangerous goods which are transported by shipborne containers increased quickly.As the dangerous goods have the characteristics such as flammable,explosive,toxic,corrosion and other properties,they have a higher demand in the packing,loading,stowage,isolation,and maritime transport.Every accident of shipborne dangerous goods containers will cause great damage,therefore,the risk control of shipborne dangerous goods containers has being becoming a hot spot.The safety of the marine transpotation is always being the focus of the marine field.Owing to the huge cost,making the governments and scholars gradually realize that scientific management is the most effective way to prevent the accidents.Shipborne dangerous goods containers risk assessment is a system of complex,multi-sectors,multi-departments,which contains a large number of uncertain and unaware information,has brought great difficulties to the risk assessment.Every aspect of the transpotation process is likely to pose a risk to safety,including the improper of packaging of dangerous goods,bandage,isolation,containers stowage and isolation,and the improper management of the dangerous goods yard,maritime authorities and the ship will be an important risk factor which cause impact to the safe transportation.D-S Theory as a reasoning method which deal with uncertainty information,not only widely used in the field of forecasting,artificial intelligence and expert system,information fusion,but also has become an important evaluation method in the field of risk assessment.In this paper,D-S Theory is used to study the marine transportation of dangerous goods containers.First,the nature of the dangerous goods and the transport process of the ship-borne dangerous goods containers are summarized.Then,the evaluation indexs system and the quantification method are constructed.Finally,put forward the risk assessment model and make it validated by the example.In addition,combined with the impact of the actual case on different risk factors,the corresponding safety and security measures are taken to reduce the risk.This paper provides an assessment method for the safe transport of ship-borne dangerous goods container.At the same time,is also provides a certain support for the decision makers of ship-borne dangerous goods containers.
