Frequency is the key element to influence the quality of power grid,and one of the most important missions of power system is to maintain the stabilization of frequency.From the perspective of power plant,the action of primary frequency regulation is an indispensable function to maintain the frequency stabilization,which has something to do with the safety and stability of power system.To unify the assessment criterion,power grid developed the specific assessment methods and regulations.However,after the implementation of the detailed assessment basis,a lot of hydropower generating units exist the situation of being mistakenly assessment.At first,the off-line evaluation analysis system of primary frequency regulation is used as the research purpose.By searching for the information,this paper analyzes assessment criterion of the “two detailed regulations” and four kinds of elements effecting the primary frequency regulation,such as the starting time delaying,the unit’s frequent generating,AGC control command and exemption being not set.Then,the speed regulating system of hydropower unit is introduced and the turbine model in the PSD-BPA program is improved.The four elements are detailed analyzed and the improvement measures and suggestions are proposed.After that,this paper analyzes the off-line evaluation analysis system,which could reduce the human waste and unnecessary cost loss caused by the frequent assessments and repeated representations.At last,three cases of Xin Fengjiang power plant are analyzed to illustrate the feasibility and application value of assessment system of primary frequency regulation.The paper concludes the lack of research and prospects for the future.
