As an important technical means of frequency control of the power system, PFR (Primary Frequency Regulation) is of great significance to the stability of the frequency. At present, Central China Grid Company Limited focus on the monitoring, analysis and assessment of the performance of the units in PFR, and encourages or punishes the power plants according to the assessment.In the Power Grid Company, data are acquired from local and remote. Data is non-synchronized in timing which caused by the transmission delay of remote data. It means that assessment result isn't sufficiently precise. So, local assessment system is encouraged to build in the power plant to get more accurate assessment results. When the difference between the results in local system and Power Grid system is enormous, the plant can submit a complaint to fight for its own economic benefits. In other aspect, local assessment system can also play a guidance and supervision role.On introducing the background of the topic, the research status on assessment of PFR is analyzed. According to the actual situation in Yaomeng Power Plant, based on analysis of requirements, system solution is put forward, which is divided into several function modules in the next statement. Database design and interface design are described in detail.To meet the mode of the data communications in Yaomeng Power Plant, the OPC (OLE for Process Control) technology is used in the module of data collection. Based on the researching on OPC technology fundamental, this paper provides a solution of OPC data access server and OPC client, and makes it realized.On analyzing of the characteristics of system data, real-time database and memory database technologies are introduced. Absorbing some advantages of these technologies, the real-time data-processing module is designed based on DataSet in .NET framework, which meets the real-time requirement well. Assessment algorithm in accordance with the assessment standard of Central China Grid Company is also developed.In the end, a conclusion of this paper is drawn. Some problems in the process of the research and development are presented, and the direction in the next step of study is pointed out.
