Intelligent Transportation Systems (ITS) is an advanced integrated comprehensive traffic management system. It can improve the efficiency of existing transportation facilities and reduce traffic load, reducing environmental pollution and ensure traffic safety, improve transport efficiency. Traffic information cloud base is an important part of ITS, mainly to complete the function of intelligent traffic data collection and traffic information services.Currently, the traffic information collection technology has many immature aspects. For example, low precision and low speed of getting data. In terms of the information sharing,remote publishing platform mostly uses C/S structure, sharing efficiency platform is low,publishing is not in time and unable to adapt to the Internet era of information resources reuse trend.The solution to those problems is developing a high-speed and efficient video processing and streaming media transmission technology which can quickly get traffic information, and build a cloud services platform to communicate with social in the form of cloud, and to achieve timely traffic information sharing in the public network platform.This paper focuses on the key technologies of the intelligent traffic data collection, such as video capture, transmission, and processing. firstly, developed a traffic surveillance video capture terminal, This terminal use DirectShow technology to access real-time road surveillance video, adopted FFmpeg which is the multimedia video processing tool for video data H.264 standard encoding, and then used the RTMP protocol to use the Internet to send streaming media to the server Nginx, Nginx via multicast mode to achieve real-time video information sharing, Secondly, developed a cloud base video receiving program for real-time video data receiving and saving,And then,developed traffic information cloud base video processing system that uses image processing technology, using neural network algorithm to the intelligent vehicle model recognition., finally, cloud base is used to build web for remote publishing information, such as traffic statistics and road traffic. The Web also provides inquiring and counting traffic statistics information which will help the public to travel safely and reduce security risks.After actual system testing, the traffic information capture terminal to collect real-time road traffic video streaming media data, In the part of network communication, streaming media data send through RTMP protocol, broadcast via Nginx server, and cloud base video receiving terminal real-time receive and save road surveillance video. The transmission has no significant delay, and traffic information cloud base is reliable and can achieve real-time vehicle model recognition. The test of results showed that the operations of the information remote publishing platform , such as storing and reading data, are normal, all information services of the publish Web pages are complete, interface is friendly, and map functions are perfection, The entire system is working properly and stable, fully meet the design specifications of the subject.
