The Study On The Revision And Implementation Management Of Drinking Water Quality Standard

The establishment of Chinese Drinking Water Quality Standard was continuous evolved along with the development of society and the progress of science and technology.Chinese standards for drinking water quality from the Health Regulation for Drinking water promulgated 1959 and the Drinking Water Quality Standard promulgated 1986,to the Drinking Water Quality Standard promulgated 2007,at which transformation experienced reduplicative amendments.There were some hysteretic problems in the process of water quality index selection and standards implementation,high consumption of water quality inspection time and energy.The causes of these problems were the intensification of water pollution,the increasing varieties of contaminants in water,lack of water quality index detection ability research and the long reviewed cycle of drinking water quality standard.This article in view of the current development situation of Chinese Drinking Water Quality Standard,in comparison of the Drinking Water Quality Standard of United States,the Drinking Water Quality Instruction of European Union,the Drinking Water Quality Guidelines of World Health Organization,Drinking Water Quality Standard of Japan,this comparison result reflected the difference of the drinking water quality standard both in international and oversea,in addition to the backward and shortage for Chinese Drinking Water Quality,Paper finally came up with three improvement method:First method is address drinking water contamination as group,which was to reduce the consumption of time and energy in single detection each pollutant,simultaneously monitoring control of a class of health risks contamination.Then use integrated concentration limits to judge water quality and safety,to avoid increased toxicity because of synergy and antagonism.This method can control pollutants unstandarded to protect water quality testing accuracy and effectiveness,ensure the accuracy of water quality inspection;Second method is studying on detection system.Based on the new "Standards for drinking water quality"(GB5749-2006),there are some problems about detection system,such as outdated technologies,uneven distribution of test organizations,unreasonable setup of sampling location,no consideration of difference of water sources,insufficient testing instruments,limited technological level of testing personnel,lack of supervision and management system,and also lack of information disclosure system.In this paper,the appropriate suggestions were made to improve the drinking water detection system,and it will also provide technical support for the implementation of "Standards for drinking water quality"(GB5749-2006);Third method is about the drinking water law.There are some problems,such as imperfect,defective,no system,no detail and so on.This article comes up with implementation management based on the new "Standards for drinking water quality"(GB5749-2006),include The water supply factory,pipe network,detection system,Rewards and punishment measures,public participation and so on.ensure the smooth going of "Standards for drinking water quality"(GB5749-2006).By the research,we can further improve the development and implementation of "Standards for drinking water quality".It is helpful to protect drinking water needs more safetily and effectivily.In short,the research can provide technical support for the development of drinking water utilities.
