In recent decades,the world energy demand increased rapidly,however,natural disasters,climate change and regional war blocked energy supply,it resulted the world energy situation became bad,which was bound to affect the energy market of China.According to statistics,building total energy consumption(excluding biomass)was 687 million tee,which accounted for 19.74%of total energy consumption in our country in 2011,including urban residential energy consumption(excluding northern heating)and northern urban heating accounted for 22.3%and 24.2%of building total energy consumption.In view of this,urban residential energy consumption had not been underestimated in severe cold and cold regions.Meanwhile,building energy consumption during operation is far more than design stage in our country,and the number of running identifies to the number of design identifies was only 1/13 in green building identifies by the end of 2013.This paper proposes green residential building in severe cold and cold regions as a research object,creates the POE system of environment performance and develops evaluation tool.After the survey of green building development and research status of domestic and foreign,and according to climate and energy characteristics in severe cold and cold regions,this paper preliminary analyzes the factors affecting residential environmental performance,combines with constructing principles and selected basis of indexes,finalizes 8 first indexes,including indoor environment,outdoor environment,materials and resources,energy,pollution,health and comfort,management and services,economic analysis,contains 149 qualitative and quantitative participating indexes,and grade span of distribution is four.It chooses analytic hierarchy process(AHP method)to give the index weights,and uses Super Decisions(SD)software to help complete subjective weights,then uses mathematical formula Bayes to correct the subjective weights.Thus it completes the establishment of the POE indexes system of environmental performance of green residential building and determination of index weights.This paper strictly refers to national standards and specifications such as "Green Building Evaluation Standard" GB/T 50378 etc and standards in related authoritative books to set scoring criteria of research system,149 indexes are according to the five-grade(3-grade)or qualified(not qualified)scoring methods to score,each assessment is weighted in accordance with the mathematical model,finally gets a comprehensive evaluation result.This research creates POE-SGREP(The POE System of Green Residential Environmental Performance)and the form of a three-dimensional figure which makes the "ideal type "green building as a benchmark and compares the results with multi-view to achieve the evaluation methods,while expressing the results with histogram and octagonal figure,finally completes the establishment of the POE system of environmental performance of green residential building.This paper uses Visual Basic 6.0(Enterprise Edition)software to develop evaluation tool,and completes designing of interface form,building basic information form,participating information input form,form of results scoring table and results figure form,and achieves the function of score calculation and graphics output.Meanwhile,this paper analyzes two-star green residence-VANKE PARK in Shenyang in severe cold region as a typical case,and puts forward improved direction and recommendations for the weak scoring items,and verifies the reasonableness and effectiveness of the POE system and correctness and practicality of evaluation tool.Nowadays,the national advocates green buildings strongly,it is to be verified whether some green buildings are truly "green" during running stage.Researching the POE system of environmental performance of green residential building in severe cold and cold regions and developing evaluation tool has laid a good theoretical basis and practice precedent for the considerable development of green building.
