Water resource is an important part of natural resources,is a significant element of ecological environment,and is a major material basis in the process of social economic development.Jiangsu is the fourth province of large population in China and it is a developed area in eastern of China.The demand on water resources are increasing with the development of urbanization and building a well-of society in an all-round way.The contradiction between supplement and demand of water becomes more and more conspicuous.Water shortage has been a major bottleneck factor for the sustainable development of society and economy in China.Improving the efficiency of water usage is one of the most efficient approaches to reduce the stress of water resources.Hence,the comprehensive and objective study of water usage efficiency and the analysis of efficiency in Jiangsu province are significant and demanded to draw up the local policy.Based on the successful experience and important achievements of relevant researches in China and aboard,studying the relative efficiency of water resources on 2005-2014 in Jiangsu province through combining the traditional data envelopment analysis method and its revised method.This paper selected the following index as inputs,which were domestic water usage,productive water usage,labor,fixed asset investment and land-use acreage,and selected gross domestic product as output,then the traditional data envelopment analysis was applied to calculate the scale redundancy ratio,and its revised method was applied to calculate the technique redundancy ratio,on this base,the relative efficiency of water resources were obtained,and the characteristics of temporal variation distribution difference was discussed,and provided scientific theoretical suggestions for the development of water saving social work in Jiangsu province.The study showed that:(1)As time goes on,the relative utilization efficiency of water resources increased steadily,the relationship between scale redundancy ratio and per capita gross domestic product is in line with the Environmental Kuznets Curve,and presented an inverted U shape,the turning point year was 2006;technical redundancy ratio and per capita gross domestic product are negatively correlated,above all showed that economic development promoted technological progress and management level,so as to promote the improvement of the relative efficiency of water resources utilization.(2)By means of Canonical Correlation Analysis method,we studied the influence factors of relative efficiency of water resources utilization through selecting eight indexes that referred to natural factors,economic factors,social factors,industrial factors and water resources status such as water resources development and utilization rate,per capita gross domestic product,per capital education expenditure and the proportion of third industry,etc.to carry out correlation analysis,and found the factors that affected the technical redundancy ratio and the scale redundancy ratio are not exactly the same.The main indexes that affected technical redundancy ratio are water resources development and utilization rate,the proportion of the third industry and ten thousand yuan gross domestic product water consumption;the positively correlated indexes with the scale redundancy ratio are fixed assets accounted for the proportion of gross domestic product,per capital gross domestic product and ten thousand yuan gross domestic product water consumption.(3)On the basis of the above analysis,according to the present situation of water resources utilization,putting forward practical suggestions about how to increase the efficiency of water resources utilization.
