Water as a indispensable precious resources, and have the vital significance to the regional society, economy and ecological environment sustainable development,the sustainable use of water resources is facing stern challenge. Floods, drought, water shortage, water pollution and waste serious threat to sustainable development of human survival and society development, for the future development, water resources restrict role more and more stronger. Though water is a renewable resource, water resources on the earth are limited, we can’t unlimited input to a certain department to drive the human survival and sustainable development, so the research of water use efficiency and influencing factors is particularly important. In our country, the degree of water resources development and utilization is high, but the utilization efficiency of water resources is very low, in the process of utilization of water resources, due to various reasons, wasting phenomenon of water resource is serious. The gap of water demand and water consumption is larger. On the actuality of our country, the number of water resources and water environment is directly related to the China’s economy and society development, so the present situation, space-time distribution of water resource utilization efficiency analysis has its theoretical and practical significance which cannot be ignored.In this article, research area is Gansu province, due to special geographical location and climate conditions in Gansu province. This article refers to research fruits of national and abroad of water use efficiency, an indicator sys-tem of regional water use efficiency is established according to the regional feature. and using data envelopment analysis(DEA) model for the overall and departments water use efficiency of cities in Gansu province, Then on the basis of spatial and temporal water use efficiency of Gansu Province are analyzed. Finally, improve water use efficiency of policy recommendations based on the status quo water use efficiency. Results show that:(1) in Gansu province from 2007 to 2011 the overall comprehensive efficiency in the utilization of water resources value is low, under the current technical level, in most cities of Gansu, the size of the water resources cannot obtain the corresponding output, technology and scale does not match. And the utilization efficiency of water resources value in Gansu province is increasing, the number of DMU which achieve the optimal frontier is increased, the regional difference of the efficiency is decreased,in 2010,the technology and scale of water use with the best in the input and output.(2) the water efficiency of cities that achieve the optimal frontier are located in southern Gansu province near the Yangtze river basin, water resources are relatively abundant, the high efficient area(in addition to Jiayuguan) near the effective area, most cities’ water efficiency in Hexi and Longzhong area are low.(3)In the process of agricultural water use, on the present technology, resources input has brought the corresponding output, technology and scale to match.(4)Water consumption for every 10 thousand yuan worth of industrial value added of 14 cities fallen significantly over the past 9 years.(5) The degree of water resource utilization with differences between each prefecture, Gansu province. Countermeasures are as follows: increasing the financial input in technology of water resource utilization;Cooperation among regions and departments; Optimize the industrial structure,Control population scale; Establish and improve water conservancy infrastructure;Strengthen the management and allocation of water resource; Establishing water right trade market; Establishing and perfecting relevant laws and regulations.
