The Research On The Payment Model Of Highway Construction DB General Contracting Mode

The Measurement and Payment of High-wayt as the key link of the Construction Project Management,related both the owner and the Contractor’s economic benefits.In the pilot highway construction projects,we usually used the traditional measurement and payment,hindered the application of the general contract of DB in highway construction.In this paper,by simplifying the bill of quantities as a breakthrough point,analyses the payment of the price of the project research,simplify the measurement payment procedures.First of all,this article defined the related concept of general contract,to clarify the scope for highway construction DB contract.By used the principles of system engineering,to structured the engineering project,thus the highway engineering was divided into E1.0 road system,E2.0 bridge system,E3.0 tunnel system,E4.0 electromechanical engineering system,totally four big systems.Secondly,based on the fuzzy mathematics and smoothing method as the modeling tool,a model was set up to estimate unit project cost,in order to improve the estimation accuracy of the model;the construction cost index was involved in the estimation model.To estimate the cost of the engineering units at each component using cost estimation model,we can use the unit of work for engineering structure with unit decomposition,which was the premise of radically simplifying of measurement and payment procedures.Finally,the article discussed the idea of this measurement payment,according to the different units of system simplified in bill of quantities,WBS would be used to distinguish the engineering unit into different levels,and then use the unit engineering cost estimation model on the decomposition of the work package cost estimation,roughly calculated the work package cost as a proportion of the payment,respectively.Subgrade was introduced as the example of the measurement and payment way,and the HZMB Island tunnel project payment method also were referred to for comparison,as a result,feasibility and superiority of the engineering measurement and payment are verified.In summary,the article discussed from the simplified engineering quantity list as a starting point,reached the bill of quantities reduced;roughly studied on simplified measurement and payment method,making examples for comparative analysis,whichprovided a new way to the measurement and payment under general contracting mode for design and construction highway,showed significant meaning on the promotion of the advanced management mode.
