The Search And Rescue Maritime Service Portfolio And Its Application In The E-navigation Enviroment

Maritime search and rescue(SAR)is an important line of defense to ensure the safety of human life and property at sea.At present,maritime distress and alarm information is mainly displayed on the screen of the communication equipments or printed on the paper tape,and SAR coordination communication is mainly through voice,these two communication methods are inefficient and information may be misunderstood.e-navigation defines the services provided by shore-based as multiple maritime service portfolios(MSPs)which include maritime SAR MSP.Through the establishment of maritime SAR MSP,the exchange of digitized and standardized SAR information between shore-based and ships,ships and shore-based,ships and ships can effectively improve the efficiency of maritime SAR.Therefore,this thesis studies the maritime SAR MSP in the e-navigation environment.Through the research on maritime SAR and MSP,this thesis determines the method of establishing a maritime SAR MSP in the e-navigation environment.First of all,this thesis analyzes the organization structure and workflow of China’s maritime SAR,summarizes the information of maritime SAR,and determines the information and service method contained in the maritime SAR MSP.Secondly,according to the relevant guidelines and standards,this thesis establishes the maritime SAR information data model,which standardizes the maritime SAR information,meanwhile,the maritime SAR service interface is established and an initial maritime SAR MSP is established.Thirdly,this thesis applies auction rule algorithm to solve the problem of search task allocation and a method of multi-agent maritime search effort allocation based on improved auction rules is proposed.Finally,a maritime SAR information display program is designed and implemented,which is used to verify the marine SAR MSP information model and service method established in this paper.In this thesis,the simulation experiment is carried out on the maritime SAR information display program.The experimental results show that the established information display program can transmits digital and standardized maritime SAR information between ships and shore-based,and display the SAR information graphically,and provide the decision support for SAR operations,but also verify the reasonability of established maritime SAR MSP data model and service method.
