Study On The Countermeasures Of Public Service Level Of Nanjing Vessel Traffic Service

With the continuous improvement of economic level,people’s demand for the government has changed from being managed to being served.The traditional management mode of the government has not been able to meet the needs of social development.The construction of service-oriented government is imminent,and the concept of public service has emerged.If we want to carry out the task of comprehensively deepening reform and realize transformation and upgrading,the construction of service-oriented government is the only way.As the law enforcement unit of civil servant sequence,the concept of service-oriented government proposed by MSA provides macro guidance and theoretical basis for its function transformation and construction of service-oriented maritime affairs.VTS center should change its concept in time and explore the countermeasures to improve the public service level.The main function of VTS center is to manage and control the ship traffic,organize the traffic when necessary,provide necessary information service and navigation aid service for ships,and undertake the function of emergency search and rescue on water.VTS center aims to maintain the order of water traffic,improve the efficiency of ship navigation,protect the personal safety of ship people,and ensure the safety of ships,facilities and other property.This study uses the new public service theory and public safety supervision theory,summarize the basic situation of public service of Nanjing VTS center,analyzes the current situation of Nanjing VTS public service through typical cases,conducts the field survey of the public service of Nanjing VTS,compares and analyzes the working data in the past three years,conducts the social satisfaction questionnaire survey and the Nanjing VTS on duty personnel interviewed on the spot to find out the problems restricting the improvement of the public service level of Nanjing VTS center,analyze the causes,draw on the successful experience of domestic and foreign VTS centers,and put forward countermeasures and suggestions to solve the problems,which is of guiding significance for promoting the transformation and upgrading of Nanjing VTS center and comprehensively improving the public service level.
