With the vigorous development of the economy during the 12 th Five-Year Plan,the Shunyi of Beijing had accumulated a relatively solid foundation for the construction of the region.Shunyi will ease the non-capital functional industry as a prerequisite for the introduction of a large number of sophisticated industry settled in the future of 13 th Five-Year Plan.This situation has greatly increased demand of the Shunyi for electricity,the dual power supply design standards whitch used for new sophisticated enterprises as well as assembly lines medical institutions and other important users,have reached a new height demand whitch the number of substations.In recent years Shunyi has improved power grid scale and operation reliability,but the most prominent drawback is 110 k V substation is more concentrated,and most of the substation load rate has reached the level of heavy load,and even long has not satisfied N-1 operating standards.It can not fit the period of great strides for 13 th Five-Year plan.So the primary task of construction in the future is the construction of 110 k V substation in Shunyi.The transformation of the demand in the environment makes the traditional infrastructure model has been unable to adapt to today's substation planning and construction process.Make a comprehensive evaluation of the project before the substation construction and calculate the feasibility of construction,not only can greatly reduce the waste of resources,but also more accurate to enhance the local electricity level.Simple synthetic evaluation can lose the flexibility of social demand because of the objectivity,but it is difficult to have certainty and practicability.In this article,the construction of 110 k V Liangzhuang intelligent substation as the main research object,selected and established the technical program,economic efficiency,environmental impact and social impact whitch the four evaluation index system,build two levels system and three levels system at last.At the same time,in order to make the research both the flexibility of subjectivity and the unity of objectivity,this article introduces the concept of weight and membership in the index system.First,in order to make the content of the comprehensive evaluation method more grounded,and more able to reflect the local remand.The second is to be able to evaluate the results more reliable,more scientific and rigorous.Through the multi-comparison,this article uses the analytic hierarchy process to carry on the qualitative calculation,and then uses the fuzzy comprehensive evaluation method to carry on the quantitative and comprehensive evaluation to the four index system of Liangzhuang substation as the main body.Through the final evaluation results to determine whether the construction of the station has a certain need for construction.Take the project management as the main research method,take comprehensive evaluation as the tool,and explore a set of substation planning scheme which can effectively meet the demand of local.Through the comprehensive evaluation method in the substation construction application to achieve the local power grid structure optimization,accelerate the speed and level of substation construction.
