As the most effective and stable secondary energy,electricity has become the basis for the protection of China's national economic development,its supply and consumption has penetrated into all aspects of people's lives,with the rapid development of China's economy in recent years,the demand for electricity of our country is also increasing,a large number of power infrastructure is under construction.At the same time,in order to deal with global warming effectively,China has identified clean energy and renewable energy instead of non-renewable energy ideas,so in the process of power construction,we should implement the idea of energy conservation.As an important part of the grid system,the construction of substation projects is also in a lot of progress,it is important to carry out a comprehensive evaluation of the substation construction project,it is directly related to the success of the construction project,so before the construction of substation,in order to avoid unnecessary losses,we must do Research on the comprehensive evaluation.At present,the feasibility analysis of power transmission and transformation project in China is not perfect,so it is needed for further in-depth study.In this paper,Liaoning Zhongda aluminum 66 kV substation construction project is taken as an example,according to the feasibility study and comprehensive evaluation theory,I establish a set of index system for Zhongda aluminum 66 kV substation project comprehensive evaluation,including technical indicators,economic indicators,social indicators and risk indicators four first-level indicators and 11 secondary indicators,after using the AHP to determine the index weight,I use the fuzzy comprehensive evaluation method for the comprehensive evaluation of 4 indexes and the whole project,finally I get the evaluation results.The evaluation results show that,for Liaoning Zhongda aluminum 66 kV substation construction project,the technical evaluation index evaluation,economic evaluation,social evaluation,risk assessment and the whole project is feasible,that the project can be implemented,and the implementation of the project can get the appropriate return on investment,promote local economic development,pull the labor force,at the same time,the substation construction will not bring great damage to the local environment.When facing risks,the project can also show a good response,there will not be irreparable loss.Finally,this paper analyzes the shortcomings of this study,and provides a reference for the future research work.
