With the development of electronic technology,many high-tech traffic offense capture equipments have been quickly applied thus to a certain extent ease the pressure of traffic management.However after many years of construction of intelligent traffic management system,data incompatibility,storage decentralized,query statistical problems and other problems caused by multi-system and multi-brand equipments are prevalent.Therefore it is urgent to design and develop a comprehensive traffic management off-site enforcement system that integrates traditional off-site enforcement subsystems and interfaces to make traffic management much more intelligent and efficient.On the basis of the research status and demand analysis at home and abroad,this paper combs the functions of traffic management off-site enforcement system and the work flow of traffic management.According to the unified construction requirements of off-site enforcement system in Zhejiang Province,and combined with the application examples of Hangzhou traffic police detachment,the paper integrates the isolation system of the original electronic police system and illegal capture equipment,and considers the compatibility and expansibility.The traffic management off-site enforcement system ensures the safety and reliability of traffic offense data and improves the traffic police off-site enforcement efficiency.The main work and achievements of this paper are summarized as follows:1.Based on the analysis of the current situation of urban traffic off-site enforment,this paper analyzes and summarizes the bottleneck problems of the traffic offense processing system.According to the national safety regulations and the construction requirements of the higher administrative departments,the investigation and demand analysis of the off-site enforcement system of the traffic police department is carried out.2.Based on webwork spring hibernate framework,the server of the traffic management off-site enforcement system which uses Oracle9 i database to achieve massive data storage is designed and developed.The client is designed and developed based on JSP JavaScript CSS AJAX to improve user experience.3.The system provides a unified webservice interface to collect and share traffic offense information.The detailed design of the system achieve the following main functions: equipment unified,system background management,user security management,data collection and query statistical analysis report function.4.In the practical application the system validates the effectiveness and practicability of the overall structure and main function,realizes the centralized storage and sharing of large traffic data,and saves a lot of data artificial dumping time,thus improves the efficiency of dealing with traffic offense data.
