With the continuous development of city motorization, city congestion is becoming a serious problem,and public transportation which as a less resource consuming and high efficiency transportation has attended an increasing concern. As the leader of the rapid transit, the state and local governments paid much attention on BRT. As a large capacity public transport which enjoys the exclusive right of way, the bus rapid transit indeed bring convenience to the people, and alleviate the traffic congestion momentum to a certain extent. But there is no denying that the bus rapid transit still has great potential to elaborate,and the rapid transit running state has not yet been clearly recognized, and the standard of relevant service levels has not been formulated. It is of great theoretical and practical significance to precisely measure and evaluate the running states and service levels of BRT.Based on the analysis of BRT operating characteristic and the concept of running state, this paper take Jinan BRTlline questionnaire and tachograph data as the data source. Extracted three parameters to evaluate the running states and analyzed parameters in each section and each state,and the clustering analysis of the space of running state is carried out based on the fuzzy means clustering method. The concept of BRT running state index was put forward to evaluate the state. After that, based on the method of time series, the index is analyzed by mutation and trend. Finally,according to the index of BRT running state index and the subjective evaluation from the passengers, a measurement model of service level evaluation is established, and the grade division standard is determined.The main conclusions are as follows: (1) the stability and reliability are changing with the running speed like a parabolic form that increases first and then decreases.When the running speed is under 18km/h, then get the best operation reliability, and when the running speed is between 22-25km/h, then get the best operation reliability.And when the speed is 25-30km/h, then get the best efficiency. The overall evaluation level of the three parameter is B level for stability, C level for reliability, and the level of efficiency is between C and D. (2) The space state model and time series method are used to analyze the two dimensions of the state in time and space. It is found that the vehicle runs well when it runs to sections 3,8 and 12 and the running state of the vehicle is poor when running at the 4,6,11 and 14 sections. It is found that the vehicle runs not in good condition when it runs in the time interval from 17:50 to 18:02 and from 18:09-18:20. While during the period from 18:02 to 18:09 and the period from18:20-18:42 the operation is kept in good condition. (3) The service level of Jinan BRT1 line is C and the level could constantly improve with the speed of ascension until the speed reached to 25km/h. When the running speed is between 25-30km/h, then get the best service level.The innovation of this paper lies in: (1) this paper puts forward the concept of BRT operating section, and defines the BRT running state; (2) The three parameter model of BRT is comprehensively analyzed by classified sections and divided states. (3) The weighted space distance model is used to express the state space,and it is analyzed based on two dimensions of time and space. (4) The running states at different time intervals are analyzed based on time series analysis. (5)Based on the state space and the subjective evaluation of passengers, the standard of running service level is worked out from the dimension of space.
