With the grim situation of port environmental deterioration, many countries have proposed the concept of “green port”, and have established the corresponding evaluation systems. Because the concept is new, and every port has its own natural, regional, and economic environment, it is difficult to create a standardized evaluation system to evaluate and guide the development of all green ports. Therefore, the methodology to establish an effective and scientific evaluation system is critical to solve the problem. This thesis applies qualitative and quantitative analysis to build an evaluation system for the Dalian Port, and the current green port development is evaluated.Strengths Weaknesses Opportunities Threats(SWOT) is used qualitatively to analyze the advantages, weaknesses, external opportunities and external threats. Internal factors, such as policies, resources, management, system construction, and technical level of Dalian Port, and external factors, such as the national strategy, regional development, and the government intervention, are introduced into the evaluation system. The internal and external factors also form as an analysis matrix.Quantitatively, the thesis uses evaluation systems such as Leadership in Energy and Environmental Design(LEED), BREEAM- Building Research Establishment Environmental Assessment Method(BREEAM), Comprehensive Assessment System for Building Environmental Efficiency(CASBEE), Green Port Guidelines(GPG), Green Port Policy(GPP), Green Olympic Building Assessment System(GOBAS) and Design Code of Environment Protection for Port Engineering(DC). Comparing the 16 evaluation index, 11 are selected based on Dalian Port's situation. 27 indexes are included in the final Green Port Evaluation using analytic hierarchy process(AHP).Using the new evaluation system, the thesis evaluates the development of the green Dalian Port. The results show that the updated loading and unloading process, increasing the use of clean energy, and the use of energy efficient equipment have been effective. However,the noise management and the ammonia emission control still have potential to improve.In conclusion, it is feasible to use the new evaluation system to analyze the development of the green Dalian Port. The system is able to identify the unsustainable factors, and provide support for managers to implement efficient decision-making between environmental impacts and economic benefits, and to promote the sustainable development of green port development.
