Quantitative And Qualitative Analysis Of China's Wind Power Policies From 11th To 13th Five-Year-Plan

In the last 15 years,China's wind power industry has reached a rapid development period due to the continued development of domestic electric power demand and the policy support for renewable energy.Renewable energy,such as wind power,possesses the advantages of pollution-free and sustainable,which ensures its competitiveness in the future.The current biggest wind power market is located in China,and policy support is one of the most crucial factors in terms of encouraging wind power development.Previous studies on wind power policy mainly focused on qualitative evaluation.However,there are some shortcomings in qualitative evaluation,such as subjectivity and inadequate intuitive evaluation results.Some scholars use quantitative evaluation to evaluate a certain type of policy.In view of the relevant policies of wind power in China during the period from the 11 th Five-Year Plan to the 13 th Five-Year Plan,this paper puts forward a quantitative evaluation model for macro-evaluation of the overall level of wind power policy.Compared with qualitative evaluation,the quantitative method will bring more intuitive and referential results,which is more scientific and effective.Also,this paper uses qualitative evaluation method to review and evaluate the development process and related policies of wind power in China,and preliminarily discusses the development of wind power in different regions.which can be used to prove the validity and reliability of quantitative evaluation.The results show that the quantitative evaluation method can effectively and objectively evaluate the wind power policy,and the holistic level of China's wind power management policy is remarkable and the level is steadily improved.Quantitative analysis can be used to predict the actual wind power development scenario in advance,thus providing a basis and reference index for timely policy adjustment.In addition,this paper introduces the development history and related policies of wind power in Sweden,makes a comparative study and discussion on the wind power policies of China and Sweden,and puts forward effective suggestions based on the advantages of Swedish wind power policies as well as the results of quantitative and qualitative analysis.
