The amount of air traffic increases appreciably during the last decade, calling for higher supporting capability and creating much heavier workload on staffs working in ATC department. In an effort of speeding up traffic flows around major airports,CAAC has implemented new rules to further reduce separations between departing and arriving aircrafts. However, such new rules has created a difficult situation for controllers where fast and correct decisions have to be made within limited time.Heavy workloads may induce operation risks, since controllers are more easily to be distracted. Therefore,a system that can help controllers with fast decision-making during phases like line-up,takeoff and entering the airways is needed.Such a system can effectively relieve controllers from measuring and calculating, and higher safety level and operation efficiency during departure can be achieved. In this article, fuzzy logic method is employed to construct control models on basis of relevant regulations and criterions for single runway departure, parallel runway departure, the models are then evaluated and verified using real world operation statistics and TWR records from ZYTL and ZSSS.A separation-maintaining model is also created according to enroute radar separation standards, and is tested by specially designed scenarios to see if the model can give anticipated outputs. The simulation results clearly show that the models can perform desirable functions correctly with minor deviation.Models stated above can not only be used for analyzing air traffic control process, but also provide decisions for controllers in departure control and route joining session once driven by real operation data, thus, reducing controller workloads and being a support tool to cope with increasing air traffic.
