Guanzhong region has been the political, economic and cultural center of Shaanxi Province because of its special historical status and geographical location. Because of its rapid population and economic growth, resulting in huge water consumption. At the same time, it is difficult to realize the self-sufficiency of water because of its water shortage. Therefore, the Han-to-Wei water diversion project is one of the important measures to alleviate the shortage of water resources in Guanzhong area. In this paper, based on the background of the water diversion project, the evaluation and risk assessment of the schemes are carried out with the aim of optimal reservoir scheduling and allocation scheme. It provides technical support for the operation and management of the inter basin water transfer project. The main research achievements of this paper are as follows:(1) Aiming at the dispatching target of reservoir group and the sustainable utilization of water resources in water receiving area, evaluation index system of reservoir group scheduling scheme and the evaluation index system of water resources allocation scheme are constructed by expert consultation method.(2) This paper analyzes the scheduling and allocation objectives of the Han-to-Wei water diversion project. The fuzzy optimization model, the optimization model based on the NMF and the projection pursuit model based on AGA are established to evaluate the three schemes.(3) The fuzzy optimal model, the optimization model based on the NMF and the projection pursuit model based on AGA are used to evaluate the four single objective scheduling schemes with the average annual water transfer of 1.5 billion m3. The evaluation results of the three evaluation methods are analyzed, and the optimal scheme of reservoir scheduling is obtained. The results show that, the priority water supply of the Huangjinxia Reservoir and the Sanhekou reservoir as the supplementary water source, with the largest annual average power generation as the objective, is obtained as the optimal scheduling scheme.(4) The fuzzy optimal model, the optimization model based on the NMF and the projection pursuit model based on AGA are used to evaluate the six water allocation schemes with the annual water transfer of 1.5 billion m3 of Han-to-Wei project. The evaluation results of the three evaluation methods are analyzed, and the optimal scheme of water resources allocation is obtained. The results show that the allocation scheme is optimal under the supply and demand equilibrium model.(5) The risk of water resources allocation system is analyzed qualitatively. The risk factors of the water transfer project is distinguished. The risk assessment index system of reservoir group scheduling scheme is established, and the risk value of each scheduling scheme is obtained by TOPSIS.(6) Combined with the results of project evaluation and risk assessment, this paper analyzes the effect and risk of reservoir group scheduling scheme, and provides the basis for decision-making. Finally, the reasonable model and the best scheme of reservoir group scheduling and water resources allocation are recommended.
