With the development of the economy and the progress of society,the problem of water resources has become a major issue in the process of human development.The shortage and uneven distribution of water resources is a difficult problem in water resources.The eonstruction of water transfer project can effectively alleviate the problem of uneven spatial and temporal distribution of water resources.The water transfer project in this thesis refers to the water supply project across the basin and through the watershed.The Ministry of Water Resources has stated in the "Guiding Opinions on Accelerating the Modernization of Water Conservancy in the New Era" that it is necessary to thoroughly implement the new era of water conservancy work guidelines of "water saving priority,spatial balance,system governance,and two-handed efforts".Through the optimization and implementation of the water transfer line setting of the water transfer project,the utilization rate of water resources can be improved,and the economic and social development of the areas along the project can be guaranteed.Therefore,the setting of the water transmission line of the water transfer project is particularly important.In this thesis,the fuzzy comprehensive evaluation method is adopted to carry out the research on the optimal scheme of the water conveyance line of the water transfer project.Firstly,build 7 first-level indicators:the project investment,the project operation management fee,the project benefit along the route,the project management,the project safety operation,the project influence and the public participation degree.Then establish 24 secondary indicators,such as river engineering investment,building engineering investment,and using expert survey method to determine the index weight.Secondly,the 24 secondary indicators are divided into two categories according to qualitative indicators and quantitative indicators,and the expert meeting method was used to quantify all qualitative indicators to obtain the index values of each qualitative indicator.The evaluation matrix is calculated according to different calculation methods of the forward index and the reverse index.Finally,the evaluation matrix and the weight vector are fuzzy and normalized to obtain the final evaluation value of the water transmission line scheme of the water diversion project.The thesis takes the follow-up project in Jiangsu Province on the east route of South-to-North Water Transfer Project as a research example.The Hongze Lake,Luoma Lake and the Xiaji lake are used as water transfer nodes,and the follow-up projects in Jiangsu are divided into three water transfer sections,namely:Yangtze River-Hongze Lake section,Hongze Lake-Luoma Lake Section,Luoma Lake-Nansi Lake Section.Then,combined with the current water delivery scheme of the first-phase project and the water delivery scale requirements of the subsequent projects,a number of water delivery routes are proposed for each water transfer interval,and the fuzzy comprehensive evaluation method is used to calculate the final evaluation under different water delivery scenarios.Carry out comprehensive comparison and selection of multiple schemes within the interval,and determine the optimal water delivery plan for each section.The evaluation results show that the optimal water transport scheme for the Yangtze river to hongze lake section is the third-line water transport scheme:the newly opened western route,eastern route and canal line maintaining the status quo.The optimal water transport scheme of hongze lake to luoma lake section is as follows:maintaining the status quo of the middle canal and expanding the water transport scheme of xuhong river.The optimal water transport scheme of luoma lake to nansi lake section is the two-line water transport scheme:maintaining the status quo of middle canal to weak river and expanding middle canal to hanzhuang canal.Finally,the optimal water delivery schemes of the above three sections are effectively combined as an optimized water delivery scheme for follow-up projects in Jiangsu.Finally,Visual Basic software is used to develop a visual evaluation system for water transfer project based on fuzzy comprehensive evaluation method.The system mainly includes the construction of index system,the determination of index weight and the calculation of evaluation matrix,which can be embedded in the system.Real-time evaluation of different water delivery schemes for water transfer projects to achieve the acquisition function of the optimal water delivery scheme for water transfer projects.
