The sluice project is a low-head hydraulic structure which can both retain and drain water.At the same time,the diversion structures are generally temporary structures.In the traditional selection of construction diversion schemes for middle and small sluices,the builders do not attach enough importance to the construction diversion schemes,which are often determined by experience or simple technical and economic comparison.It is difficult to obtain a scientific scheme after comprehensive consideration and quantitative decision-making.It is necessary to make multi-objective comprehensive quantitative analysis and decision-making on the basis of risk analysis for diversion schemes of middle and small sluice construction under the background of the development of fine design and construction and green building in China.By studying the risk analysis methods of construction diversion both at home and abroad,this paper summarizes various calculation models of construction diversion risk rate,and analyzes the characteristics and applicable conditions of various models.The approximate probability function of diversion risk is proposed.Combined with the recurrence period method,the calculation model of flood risk rate exceeding the standard is established.By establishing the risk loss model of construction diversion,the risk loss during the operation period of construction diversion is calculated quantitatively.Taking Yuejin sluice project as an example,the risk of the primary diversion scheme is calculated according to the risk model,and the optimal analysis and decision-making of the primary diversion scheme is made from the risk angle.According to the multi-objective of water conservancy project construction,the multi-objective decision-making mathematical model of construction diversion scheme optimization for small and medium sluice projects is established.Taking Yuejin sluice project as an example,On the basis of expert investigation and grading,the decision-making indexes of project quality,cost,construction period,construction risk and safety,construction difficulty and environmental impact degree are quantitatively compared by Cov matrix method and qualitative index grading,and a comprehensive judgment matrix is constructed;and the AHP method is used to carry out the comparison.Then,the optimal construction diversion scheme based on multi-objective decision model is obtained.Based on risk analysis and multi-objective decision-making,the optimization method of construction diversion scheme for small and medium-sized sluices is no longer based on the experience of individual experts for comparison and selection of one or two indicators,but comprehensively considers diversion risk and multiple objectives of Engineering construction,and combines qualitative and quantitative indicators to synthesize construction diversion scheme.Quantifying judgment and ensuring a more comprehensive,objective,scientific,fair and quantitative judgement and decision making.It can provide reference for other similar projects in the future construction diversion scheme selection practice.
