Human errors contribute greatly to the air traffic control operational risks, which has aroused widespread attention in the industry.Therefore,HERA-JANUS,HERA-SMART,HFACS and other ATC human error analysis model has emerged. But these models have problems with knowledge representation and logic relation representation.Semi automated analysis tools are required to address these problems. On the basis of the working principle and analysis process of HERA-JANUS and HERA-SMART model, the knowledge structure and reasoning mechanism of ATC human error are determined from the perspective of knowledge representation, and the knowledge representation framework in ATC human error field is constructed.By analyze the concept and the logical connection of ATC human error, the ATC human error ontology is constructed.According to the internal relation of domain concept, the ATC human error inference rules are defined.Based on the domain ontology and inference rules, the ATC human error ontology knowledge base is constructed.According to the data access layer, the business logic layer and the presentation layer architecture, the Jena framework on the Eclipse platform connects to the MySQL database and the Pellet Inference Engine, the ATC human error analysis software tool is designed. The tool provides an easy-to-use domain knowledge querying and reasoning platform for ATC experts and users.Uberlingen crash has been analyzed, the results show that the software has realized the function of ATC human error knowledge query and error cause analysis, and has realized the HERA-JANUS knowledge sharing and reasoning.
