Study On Design Phase Cost Control Of Municipal Engineering

China is in the stage of rapid development.Due to the needs of urban development,China’s investment in urban infrastructure projects increased year by year,and municipal engineering is a large part of which accounted for.Due to the large scale of investment,long cycle and complicated technology,if the municipal engineering cost control is improper,it will cause irreversible significant economic loss.Therefore,it is of great significance to seek efficient management methods and advanced technology to effectively control the cost of municipal engineering.According to statistics,in the initial design stage,the impact of investment in the project is 75%-95%.In the technical design stage,the impact of investment in the project is 35%-75%.In the construction stage,the possibility of investment in the project is 5%-35%.In the final stage of completion,the possibility of affecting the project investment is 0%-5%.It can be seen that the design phase is the key stage of controlling the project cost.But for a long time,our country generally neglected the cost control of the pre-construction phase of municipal engineering,and usually put the main focus on the construction stage.This is done after all,less effective.To effectively control the cost of municipal engineering,the design stage must be the point.The paper first describes the basic theory of cost control in municipal engineering design stage,and introduces the main design stage cost control method,the life cycle cost analysis,limit design and value engineering.Then the paper analyzes the main problems in the process of the cost control of the municipal engineering design stage,constructs the cost control system,analyzes the key points,and puts forward the control method.This paper mainly puts forward the following aspects: to ensure the preliminary work of the design preparation stage,to carry out the design bidding,to use the value engineering optimization method based on FAHP to optimize the design scheme,to use the value engineering to improve the quota design and carry on the technical economic analysis,to make the budget preparation and review.And the paper combines the engineering examples to demonstrate the cost control measures in the municipal engineering design stage.Finally,the paper puts forward the suggestions and countermeasures of the cost control in the municipal engineering design stage.
