Research On The Cost Control Municipal Road Engineering Construction Stage

With the rapid development of national economy,China’s urbanization process is accelerating.The report of 18 th National Congress of the Communist Party of China pointed out that we will make efforts to promote the integration of urban and rural construction,to accelerate the improvement of institutional mechanisms for the integration of urban and rural development,to push into integration of urban and rural planning,infrastructure and public services,to continuously push forward the process of urbanization,and to build convenient transportation,modern infrastructure and efficient city.Therefore,our government is carrying out a large number of municipal engineering and other large-scale infrastructure construction,especially the construction of municipal road engineering.This paper is about municipal road engineering construction cost control as for the research object,studying the cost control in the whole process of construction,using the earned value analysis method of municipal road construction stage of cost control,combined with the use of work breakdown structure(WBS),project cost structure analysis method(CBS),and to find out the cost control for the construction cost deviation and schedule deviation,deviation cost influencing factors.This paper is cited municipal road engineering as an example,to analyze and verify.The specific contents are as follows:First,this paper discusses the related concepts of cost control,and analyzes the current situation of cost control of municipal road engineering,the existing problems and main factors affecting the municipal road cost control mode,build the cost control in the whole process of construction model.On this basis,from home and abroad,we have found that most of the former scholars less studying the real-time control of municipal road construction cost.Then analyze the composition of municipal road project construction costs,uses the earned value analysis method on the construction cost of municipal road engineering control in municipal road construction process,and establishes work breakdown structure(WBS)and cost breakdown structure(CBS)in the pre-construction process of municipal roads,as intercept point of the month for report time,to find out the actual value deviation with the planned value of the project construction process,understanding of the actual construction condition of the project.The schedule and cost variances are obtained by combining the cost breakdown structure(CBS),to find out the reasons for the deviations.By analyzing the reasonand degree of the deviation from the plan,we will monitor targeted,finally gradually narrowing the deviation.Secondly,this paper have used the earned value analysis method to estimate the project’s expected completion cost(EAC)and the estimated completion time limit(EDC).According to the estimated value,we can continuous adjust the planned value of the construction process,and reasonably control the construction schedule,providing a dangerous warning.At the end of the paper we introduced the construction cost control method,pointed out warning system of cost control,changing control method of mid-construction process and established construction process quality factors comprehensive monitoring system and ex ante,and afterwards quality monitoring system to Strengthen the whole process of project quality,cost and schedule integration management.Finally,cited by municipal road engineering construction project as an example,used the method of cost control in the whole process of construction on the municipal Road engineering,and analyze the cost control in the whole process of construction municipal road of the application.The results show that:he whole process of construction on the municipal road engineering method is suitable for municipal road project construction cost management;earned value analysis index method in municipal road project construction control can play better monitoring,prediction and effective control of municipal road engineering construction cost.
