Considering the vital effect that urban industry development do to remodel urban form, catering to “stock planning” background the policy regulation through planning is becoming increasingly important, then smart city technology boost related quantitative analysis about the inner link of industry spatial distribution and policy regulation, the author thinks that the empirical analysis between industry spatial distribution and policy regulation based on particular city is worth studying. Related research emphasize the land use scale and clustering pattern change of industrial area, research on the influence factors of industrial area restructure focus on discussion of the market mechanism, the lack of attention to the utility of policy regulation is significant, then related research is also in lack of the consideration for the factors' dynamic effects during time.This research is based on the position information in the industrial enterprise database and the current land use of Wuhan master plan 1996?2005?2013. Combining the research method of counting regression model and CA-Markov simulation, the policy research of urban industrial spatial reconstruction is carried out.The first part using streets jurisdiction of Wuhan as spatial units, analysis the point locations of Industrial Enterprises in different types(labor intensive, capital intensive and technology intensive) with counting regression model in 1996, 2004 and 2008, inspects the effect of industrial area regulation policy in Wuhan in 2004 and 2008, compares the influence difference of policy factors between different types and time nodes.The second part based on 1996, 2005, 2013 current land use of Wuhan and cellular automata & Markov chain simulation method, using policy regulation as one of the industrial land use suitable analytical conditions to simulate industrial land use, inspects the dynamic utility of policy regulation during the process of industrial area reconstruction, inferences the effect contrasts and spatial differentiation between different policy types during 2005-2013, observes the policy coordination.According to the result of analysis, this thesis sum up the policy issues from the perspective of industry spatial distribution, the issues mainly include four aspects, the space policy utility, discarding the difference between industry types, the policy deviation of area function orientation and investment direction regardless of unbalanced industry spatial distribution, separation between jobs and residential locations.At last the thesis summarizes the shortcomings in this research on method and contents. Then put forward the prospect for future research, in order to optimize industry spatial distribution and promote the healthy development of the industrial economy in Wuhan or similar cities, policy formulation should follow the improvement directions as below: mixed land uses, policy precision based on industry demand and improve spatial coordination between departments of urban space regulation.
