With the digitalization of whole station information,cyberization of message transmission channel and unified modeling based on IEC 61850,smart substation relay protection has more evident “system” attributes.Thus,function implementation of relay protection relies on the information interaction between equipment,impact range of equipment fault or maintenance is more large,failure position and its alarm position is inconsistent.On the one hand,smart substation and its new characteristic brings relay protection whole process risk.On the other hand,smart substation and its new characteristic makes information open and information sharing possible,and supports the combination of multi-source information that comes from the whole station or even other station,which creates chances for more effective and more convenient operation-maintenance mode.This paper makes full use of information open and information sharing of smart substation.Aiming at the reliability improvement of relay protection,effectiveness and convenience improvement of operation-maintenance,and based on whole station information integration and analysis,a relay protection failure model,a weak points analysis method,a relay protection descriptive model for online operation-maintenance,a relay protection condition monitoring method and a relay protection fault location method for online operation-maintenance are proposed in this paper.Major works includes:(1)After the analysis of new characteristic and influence that new technology mode of smart substation brings to relay protection,whole process risk of relay protection is analyzed on the basis of relay protection information transmission chain.And after the study of relay protection failure mechanism,a relay protection failure model is constructed based on Fault Tree Analysis,a weak points analysis method is proposed,which will help to improve the reliability of relay protection.(2)Based on implementation methods and means of traditional operation-maintenance mode,the essential connotation and effectiveness of traditional operation-maintenance mode is analyzed,based on which this paper analyzes the demand and feasibility of online operation-maintenance mode.And based on the demand and feasibility of online operation-maintenance mode,realization thinking of online operation-maintenance mode is proposed in this paper,which will help to study more convenient operation-maintenance mode.(3)Based on the analysis of influence factor of relay protection “four characters”,state information sets that can fully describe relay protection condition is analyzed.And Aiming at the realization of online operation-maintenance mode,a relay protection descriptive model that can full describe state information and its relationship is constructed,which is the basis of relay protection condition monitoring and fault location for online operation-maintenance.(4)Based on relay protection descriptive model for online operation-maintenance,a relay protection condition monitoring method and a relay protection fault location method for online operation-maintenance are proposed in this paper,which can help to realize the integration and analysis of relay protection state information,and identify relay protection condition that hidden in relay protection state information,and locate fault range that error or alarm information corresponding to.And taking the minimum system of 220 k V smart substation as an example,the application of the proposed model and method is expounded.
