Study On Preference And Willingness To Pay Oriented Space Utlization Mode Of Snow Resources

Snow resources as the main forms of precipitation in winter of cold region which last for more than a half year is the most important factor in the construction of the sponge city.In maintaining the balance of water resources,improving the ecological environment,the snow resources play an irreplaceable role.How to realize the low-input and high returns space utilization of the snow resources? How to put forward strategies of the space utilization about snow according to the difficulties of utilizing snow resource that our country is facing to?...These are the urgent problems needed to be studied and solved.This article takes Changchun city as the research object,trying to explore the acceptance of Changchun residents to utilize snow resources and value of the snow resources,which aims to provide the information for the urban planning decision of the government and the gist for snow utilization.Through sorting out the problems of the utilization of snow resources in China,the article proposed threee solutions by reference the successful experience of developed countries which are space utilization of snow resources,improving public satisfaction by public participation and evaluating the non-use values by willingness to pay.Then the feasibility of the solutions and the utilization of snow resources in China are testified from the aspects of resource reserve and technology.Aiming at space utilization of snow resources,questionnaire survey method is chosen to evaluate the preference of Changchun residents and experts.Based on the acceptance survey of utilization of snow resources,the space mode of the snow resource utilization can be ranked according to the preference of Changchun residents and experts.In the meantime,contingent valuation method(CVM)is chosen to evaluate the average willi ngness to pay of Changchun residents by comparative analyzing the different methods.The payment card survey is used in the assessment,and the influence to the willingness to pay and the payment amount of each factors is analyzed by binary logistic regression and linear regression.The rate of Changchun residents' payment for the utilization of snow resources is proposed to be 61.6%,the average willingness to pay is 32.48RMB/(person·month),the non-use values of the snow resources are 0.102-0.528 billion.Then according to the case analysis and model refinement of space utilization solution of snow resources preference aboard,the space modes of the snow resource utilization which are suitable for Changchun can be received.Then the best and reasonable space mode of the snow resource utilization would be chosen after combining the scale analysis about different forms of space utilization.Finally,the article proposes the location range and setting principles of different best and suited models according to the planning and the present condition of Changchun,which provides the basis for the location selection of different space utilizations.Then proposals are proposed from the aspect of planning.In this research,CVM survey which reflects the positive atti tude in public participation and considerable paid amounts provides a new perspective for the space utilization of snow resources in cold regions.The overall viewpoint of the space utilization of snow resources reflected by willingness to pay and preferen ces helps to utilize water resources of cold region.That also has the realistic significance to provide a basis for government decision-making.
