Research On The Strategy Of Harbin Basic Educational Facilities Planning Under The Demographic Transition

Over the past century,demographic shifts have swept the world which have been cited as one of the main factors of influencing population stagnation.Rapid population growth was reversed in the early stages of industrialization in the West,with demographic shifts in the world showing significant declines in fertility rates and declining population growth rates.China complete the demographic transition process in a very short period of time which lasted nearly a century to develop country.At the same time,in the sustainable development of urbanization,the basic education as a part of public services is bound to be affected by the changes brought by population size and structure.With the continuous development of China's economy and the continuous improvement of people's living standards,people gradually focus on whether children would enjoy equal opportunities for education and accept high-quality education,people require more on equality of education.Promoting the balanced development of basic education has become the core of the current basic education planning.This article first discusses the demographic transition phenomenon,the impact of population migration on basic education and the planning of elementary education facilities,and summarizes the research status at home and abroad.Then,research the related concepts and theories of the three aspects,at the same time,analyze the characteristics of population change in Harbin in recent years,the stage in the demographic transition model,and inquire the relationship between them and their changing law.The research of this paper focuses on calculating the future population of Harbin and the changes of basic education population by sorting out the demographic data of Harbin and the relevant data of basic education.By calculating the repeatability index of basic education facilities and the status quo of planning and layout,the paper analyzes the problems existing in the basic education facilities in Harbin and calculates the basic education facilities services which are most in line with the present urban development and population change radius.So as to come up with relevant infrastructure construction recommended standards.According to the proposed standard,the author puts forward the overall planning strategy for the problems existing in the basic education facilities in Harbin,and proposes a more detailed and more targeted zoning plan based on the characteristics of each district,through the coordinated development of the basic education facilities planning,achieve the ultimate goal of balanced development.Finally,by reflecting the traditional planning,formulate a new idea for city adapting to the new demographic trends.
