Abstract/Summary:
China’s economic and social development level is continuously improving,and people’s needs are gradually changing from basic material needs to higher spiritual needs.Education,as the basic spiritual needs of human beings,plays a vital role in cultural inheritance,social progress and economic development.However,the current situation of China’s basic education facilities is out of line with the process of urban development and cannot match with China’s social development.In response,the Chinese government has been promoting the equalization of resources for basic education facilities in an all-round way and is trying to solve the problem of social equity in education facilities.In order to solve the problems existing in the allocation of basic education facilities resources,this paper takes social equity as the basic idea,divides basic research units based on the perspective of community life circle,and constructs a performance model.Through the comprehensive consideration of multiple indicators,the essential causes of unfairness in the performance allocation of basic education facilities are explored,and targeted optimization strategies are put forward.The main content of this article includes six chapters.The first chapter is the introduction part,which mainly explains the current situation,background and research significance of basic education facilities.At the same time,it also explains the concepts of life circle,basic education facilities,performance and balance of supply and demand,and clarifies the thinking for the following research.The second chapter is the summary part.Firstly,it expounds the theory and practical application of the life circle theory,and puts forward that the main contents of social fairness mainly include power fairness,rule fairness and distribution fairness.After that,the domestic and foreign researches on the performance allocation of basic education facilities and public resources are analyzed,and the shortcomings of previous researches are summarized and analyzed.The third chapter summarizes the characteristics of common problems in the current situation of basic education facilities from the perspective of universality.For example,there are contradictions in the allocation standards between different regions and departments,conflicts of interest among various related subjects,differences in the size and quality of different schools,differences in the distribution of educational resources due to the timing of urban development,differences in the selection costs,and other related contents.The fourth chapter is the model building chapter.Firstly,this chapter summarizes the existing performance evaluation models based on accessibility,Lorenz curve and location entropy,DFSR model and supply-demand balance,analyzes their respective advantages and disadvantages,and proposes the model building ideas based on supply and demand.Taking social fairness,spatial efficiency and people-oriented as guiding ideology,this paper constructs a performance evaluation model,and finally summarizes the final performance results by AHP.The fifth chapter describes the current situation of Huangzhou district,and defines the research scope and research object of this paper.It constructs the research scope of 10-minute and 15-minute community life circle corresponding to primary school and secondary school respectively.In this scope,it evaluates the performance of educational facilities in Huangzhou district in practice,and points out the practical problems of insufficient scale,strong aggregation and high selection cost.Finally,the reasons for the unfairness of educational facilities are analyzed from the essence: from the perspective of power fairness,the time sequence of urban spatial development leads to the uneven spatial distribution of educational resources;from the perspective of rule fairness,the differences in planning standards lead to the lack of operational index guidance in planning;from the perspective of distribution fairness,the compromise of stakeholders leads to the mismatch between educational facilities and population.The sixth chapter is based on the social equity principle based on the life circle theory,the resource allocation principle of balance between supply and demand,and the principle of multiple cooperation under the guidance of planning as the performance optimization orientation,and puts forward the implementation strategy of constructing the community life circle,the supply and demand balance strategy of satisfying the basic education facilities,and the guiding strategy of defining the implementation of the basic education facilities.I hope it can provide some solutions for the allocation of basic education facilities.
