Study On The Implementation Effect Evaluation Of Building Energy Conservation Management System In Chongqing

According to the related work requirements of CPC Central Committee and the State Council Several Opinions on Further Strengthening the Management of Urban Planning and Construction,and the State Council Several Opinions on Promoting the Construction of New Urbanization(State issue [2016] No.8),Chongqing attaches great importance to the building energy conservation work to speed up the construction of ecological civilization in urban and rural areas,carrying out the development motto: Innovation,Coordination,Green,Opening and Sharing.The building energy conservation work in Chongqing has been carried out for 18 years.The government's management of this project is relatively mature,nevertheless,there still exists many problems.At present,Chongqing is short of scientific assessment methods,evaluation index system and precise data for the building energy conservation management assessment.We mainly rely on years of management experience to make The 13 th Five-year Plan for the Building Energy Conservation and Green Building,and to clear the goals of building energy conservation and the key work direction.Our city building energy conservation management work is currently in the leading position in domestic,however,there is still a big gap compared with the developed countries.Therefore,we still need to make the long-term development goals,so as to achieve the true sense of urban and rural construction in the field of ecological civilization construction.In this paper,we aim to establish a set of reasonable evaluation index system based on the existing building energy conservation work,and to evaluate the effectiveness of the implementation of the building energy efficiency management system in Chongqing.We also aim to analysis and find the weaknesses of building energy conservation management in Chongqing,furthermore,drawing lessons from foreign experience in this area to put forward some suggestions.In this paper,through collection of literature,in-depth understanding of domestic and foreign government common performance evaluation methods to comparative analysis the advantages and disadvantages of both sides,we propose to establish the evaluation index system based on the combination of the "4E" method and the balanced scorecard method(BSC),We use Delphi method to establish implementation effect evaluation index system?analytic hierarchy process to evaluate the index system each index to carry on the weight assignment.Finally we calculate the weight value of the two level indicators.Afterwards,we use the method of expert consultation and questionnaire survey and linear weighted sum to obtain the final data to evaluate the implementation effect of the building energy conservation management system in Chongqing.The final comprehensive assessment score of implementation effect evaluation is 82.74 points which indicates that the implementation effect evaluation of building energy conservation management system in Chongqing is excellent.Whereas,some relevant indicators are still lower than 80 points on the aspect of building energy conservation work supervision?existing building energy-saving renovation?green building?renewable energy?and the cultivation and development of building energy conservation industry.The work assessment is relatively poor.Based on the evaluation results in this paper,we point out the problems existing in the building energy conservation management system in Chongqing,and put forward the corresponding countermeasures and suggestions.
