Zhejiang is one of the major economic Province, but an energy and resources, scarce provinces. In Zhejiang province,More than 90 percent of construction is high energy-consuming construction,low utilization rate and Large energy consumption are two outstanding issues.Through the efforts of the past few years, the building energy conservation work has made gratifying achievements, but still lags behind the development of energy-saving on the whole. Apart from the inadequate understanding and have no an effective incentive mechanism, the lack of laws and regulations and administrative supervision system are also the reasons. another important reason is lack of a scientific, reasonable, and workable technical and economic evaluation system for energy-saving building evaluation.According to the climate and residential buildings energy consumption characteristics of Zhejiang province, and the indicators choice principle such as operability, relative independence,and so on . the paper selected 28 indicators such as construction spacing, shape coefficient and Shading coefficient, from five aspects of the construction planning and design, envelope insulation performance, equipment energy-efficient, renewable resources use and economic rationality, than establish a two-level technical and economic evaluation system of residential building energy-saving for Zhejiang province.The accuracy and scientific of The index weight factor will directly affect the scientific and reliability of the evaluation results . on the basis of comparison the advantages and disadvantages between the subjective empower methods and the objective empower methods , choice an earlier studied and more mature method called FAHP to determine the weight. Invited eight experts to judge the indicators'importants from real estate, design institutes, universities, and other units, and than educe the value of the index weight.There are many proven methods which can well solve a lot of practical issues for System Comprehensive Assessment,such as fuzzy comprehensive evaluation method, the grey system evaluation, and AHP. Follow the principle of objectivity, effectiveness and operational, select a simple and easy to grasp mathematical model called fuzzy comprehensive evaluation, which has relatively good performance in multi-factor,multi-level complex issues evaluation. After got the fuzzy comprehensive evaluation vector, use a combination methods of " The maximum principle" and "Confidence identification criteria" to determine the outcome of their evaluation grades.Finally, choose the demonstration project called "xie'an.jingshang" apartment ,which is developed by Zhejiang World Trade Investment Holdings Limited,as Empirical Analysis example,To test the scientific, rational and practical of the comprehensive evaluation model.
