Study On Quality Management Of The Sponge City Construction In Building And Community

The sponge city construction is an important measure to cope with the urban waterlogging and non-point source pollution,it has been developing rapidly in China since the Ministry of Finance,Ministry of Housing and Urban-Rural Development,and the Ministry of Water Resources perform the sponge city construction pilots and provided some financial support in April 2015.But the waterlogging phenomenon still occur in the completed pilot area,although the sponge city construction will not be immediate,there is also a reason that it cannot meet the construction quality requirements.Therefore,with the rapid development of China's sponge city construction,the high construction quality is very important to functioning the sponge city facilities.As for the quality problems in the sponge city construction in the community,this paper discusses how to better control the project quality of the sponge city facilities.First of all,the construction environment of the community is analyzed in combination with the case studies of the sponge city construction,the design and construction quality problems and control measures in the sponge city construction are expounded.Secondly,according to the general quality control flow chart of the sponge city facilities,the collaborative quality control mechanism of the sponge city construction is built.The evaluation results are analyzed by using the AHP method,the technical requirements of collaborative quality control points and necessary image data of common sponge facilities include rain gardens,permeable pavement,ecological roof,ecological grass ditch and infiltration pond are listed.By using perception,performance,coordination and economic evaluation as four targets to make the hierarchical structure of the quality control of each single sponge facility,then the weight of each collaborative control point is evaluated and analyzed.Finally,the practice case is used to verificate the effect of sponge facility project quality in the collaborative control mechanism,and the application of collaborative control mechanism for the sponge city construction quality are discussed,the mechanism of the advantages and disadvantages is pointed out.The realization way of the mechanism is listed in consideration of the sponge city construction situation in community.Regarding to the design and construction of sponge city facilities being unable to coordinate well,collaborative quality control method of the sponge city construction is established through learning the advanced practical construction experience in China and abroad.And one practice case is used to prove the feasibility of the operation,it has a certain theoretical value and practical significance to build construction of excellent sponge city project in China.
