| For the first time,the report of the 18 th Party Congress put the ecological civilization into the overall layout of the "five in one",and the ecological concept has become increasingly prominent.The environmental sanitation of ecological protection has become an unavoidable problem of the government.From the central government to the local governments at all levels have put much attention on it,which can arrange the corresponding financial funds to support,but only the most basic level of township do not guarantee.Township level does not have its own financial authority,their income and expenditure are supported by the county-level financial,the higher level do not special management fund for the environmental sanitation of the township,the sanitation funds to solve the problem is collected from other ways,and the township sanitation level vary from each other.all of these problems led to a series of social endless problems,affecting the masses of the habitat ecological environment construction and social long-term stability.In recent years,the research of environmental sanitation governance of township which is conducted by the academic community has made some achievements,from the institutional management,mechanism establishment,classification reduction and so on,they have done a lot of research.But overall,the depth and breadth of special investment for the township environmental sanitation governance as well as its practical value,there are obvious lag problems.This paper focuses on the functions of the township government,focusing on how to integrate the investment of environmental sanitation funds,and better fulfill the local government’s responsibilities of ecological and environmental protection as well as public sanitation management,selecting a town named of Huangbu in Huidong County as an case.Currently,the environmental sanitation problem of town of Huangbu have two main aspects,one is the ground garbage cleaning and clearing,the other is the removal of garbage.These implementation of this two aspects mainly depend on the town government as the main body,the town government need to fully integrate the residents,corporate fees,special funds,their own financial investment and other social resources so as to make the normal operation of sanitation,and all of these are closely related to the enthusiasm of residents,the cooperation of enterprise,the level of taxation and other aspects.Any part of the problem will result in shortage of funds for sanitation governance,causing financial investment fluctuations,government ecological management is not in place,and even lead to social stability issues.In this paper,through the dilemma of the environmental protection funds of town of Huangbu,this paper tries to analyze the factors influencing the investment of environmental sanitation from the aspects of masses’ quality,industry development and government mechanism,and try to explores the way of raising finance for the rural environmental sanitation out,leading this way to a s scientific level.Through the study,an effective solution to the plight of township environmental sanitation funds is a comprehensive and systematic project,opening source and closure,efficiency and reduction of any kind,can not be missing,all of this should be organic integration.The paper can provide the thought for the settlement of the financial crisis of Huangbu Town,and it can also provide reference for the integration of environmental sanitation funds in other towns.Therefore,it has strong theoretical and practical significance. |
