Research On The Supply Reliabiliby Constraints And Promoting Measures Of Zhanjiang Power Grid

With the growth of economy,a trend which increasing reliance on electricity of people's daily life is emerging,and tolerance towards electricity switch-off is getting lower and lower,or even to zero.It puts forward a higher demand to power supply utilities,which stable and higher quality of electricity supply is required.And the core competitiveness of power supply utilities is to “supply more,supply good and supply reliably”.Meanwhile,with the beginning for a new round of power sector reform,distribution market will open for competition gradually,it's important to assure power supply reliability for traditional utilities to set foot on the market.As a key standard to evaluate the service quality,power supply reliability shows how much a power supply utility meets its user's demand of electricity,and orients the innovation of power sector reform.In sum,the prosperity of the country,the sustainable,healthy and rapid development of economy and the progress of the society can't leave alone with reliable power supply.It's not a simple enhancement in investment but a complex and formidable composite project of improving power supply reliability.And we should summarize and improve in aspects of framework improvement,operation and maintenance and management innovation.In this paper,we first of all introduce the research status and relative theories about power supply reliability at home and abroad.And we point out that a systematic concept should be established,which will take at least one civil year as a period for statistics analysis to make sure the universality and reference.Meanwhile,most of users are getting electricity from the distribution network in power system.So defects happened in every link of the system will finally feedback to users through distribution network.Therefore we could make use of distribution network as an entry point to practice statistics analysis of reliability index.And then,we introduce the general situation of ZhanJiang and its distribution network as well as its power supply reliability status,analyze the power supply reliability index of ZhanJiang region in 2014.By dissecting the index through two different dimensions,scheduled and accident power swithing-off,we conclude ten main factors influencing the power supply reliability of ZhanJiang region,including planned construction of 10 kV distribution devices and typhoon,and raise an upgrade strategy in network design which would reduce switch-off frequency and shrink switch-off influence.Finally,we present upgrade strategies and concrete measures in four aspects including improvement of distribution network structure,optimization of distribution network operation mode,promotion in foundational management and advance in technology.
