After rapid development for a long time,the steady growth of China's economy on stage.Many Chinese cities are facing a shortage of land resources in different degrees after the massive expansion of land use.In May 2014,Han Zheng,municipal party committee secretary of Shanghai,required clearly that the planning construction land will realize the negative growth by 2020.The large scale,low efficiency and unreasonable structure of industrial land has great potential for the secondary development in the transition from the industrial age to the post-industrial era.“195” area which is 195 square kilometers inside of the construction area and outside of the industrial land,plans to improve the public service function and focuses on developing modern service,which was announced by the government.However,transformation of industrial land is not to “paint on the figure”,which needs appropriate motivation mechanism to guide.The security of public interest is often coordination difficulties because of lack of returns.Based on combing the transforming of industrial land policy in Shanghai,the paper focuses on G unit in Songjiang District of the “195” area and interpretates the present situation,related planning and buyback process of G unit.Then the paper points that the problems of G unit are transformation power shortage,difficulty to guide the market and lack of planning elasticity.To solve above problems,this paper finds the market is the main power of secondary development on research of Guangzhou,Shenzhen and the United States.Reasonable institutional framework would lead to protect public interests.Compared with the statutory,given certain flexibility to planning can effectively reduce the cost of transformation of industrial land.Based of case study and theoretical research,G unit strategies are transformation process designing,unit delimit of industrial land implementation and volume rate transfer mode in this paper.
