"Incremental expansion" and "inventory renewal" have been existing in urban development. The new normal terminates the incremental expansion era taking growth supremacism as paradigm, also push inventory renewal to the forefront of the planning attention, with the rise of academics for the exploration boom of inventory planning and management. The transformation to inventory of development and construction including industrial land renewal, must be synchronized to match a suitable development control mechanism, rather than simply seeking for a inventory planning or management type to impose regulation. But now, the differences between characteristics of inventory development and incremental development were once ignored, it still use incremental development control mode consist of planning permission by "A book with two cards" as support and traditional regulatory detailed planning as guidance, hindered the implementation of ideal renewal. The lag and unadaptability of current development control, made an urgent need to call planning to construct a inventory development control system which adapt to inventory development from theory and practice, becoming the real core mechanism of control and implement inventory development.Based on this, this paper attempts to explore to construct inventory development control starting from the inventory renewal type of industrial land renewal. The research framework follows the logical path of "background trigger—research review —status analysis—mechanism construction—empirical application". Beginning from the new normal and inventory planning background, the inventory development control about Shenzhen and the UK are introduced and draw inspiration. Taking Hangzhou as an example, by combing the existing inventory development control from three parts of "system foundation—basis to guideline—support-guarantee", respectively pointed out that "retreat into three, two point five and two, and the industry land management policy"、"layered regulatory planning as the core of basis under traditional planning system" and" the franchise management of inventory industrial land under planning permission of a book two license ". And further analysis the unadaptability:"incremental logic, system broken and multiple plans separation cause the renewal out of system control"、" the lag of technology and program of planning based on the traditional land use classification leads to low efficiency"、" defects of the control of total quantity by regulatory planning of block and loss of planning process management result in fair erosion ".Then the paper in turn builds "A Book on Policy:policy system of information sharing and rules keep for multi-subjects"、"A Plan Diagram:regulatory planning of inventory industrial land under inventory planning system"、" A Management Platform:dynamic process management of total factor and full cycle based on the definition of property right. Finally, cases of industrial land renewal of three kinds of distribution patterns called "scattered distribution% mixed clustering and patchy clustering" in Hangzhou were carried out for empirical and application study.
