In recent years, it was in the new normal of the economic and social development of China, and the urbanization pattern had undergone fundamental changes. The state was paying more and more attention to the scale of construction land, especially the construction land of the large cities. In 2014, Shanghai started a new round of master plann putting forward the goal of “no growth” of the scale of construction land. But in order to achieve the “no growth”, Shanghai faces enormous challenges.The control policies of the scale of the construction land of Shanghai since 1992 as the research object, the author is trying to clearly describe the process of the scale of construction land control of Shanghai, summing up the experience of the past, and providing reference for the new master plan of Shanghai.By historical overview of the Social and economic backgrounds, national policies, academic attentions, and the construction land control of Shanghai, the study focuses on the analysis of the formation, implementation and assessment of the control policies of the construction land in Shanghai.The author points out that Similar to the national level, the control policy of the scale of construction land of Shanghai relied more on administrative method whose keywords were ?rigidity? and ?productivity?. For its unique political and economical features, Shanghai made itself a typical case. However, the outcome was not always as expected. These political management and control approach were bringing about series of social problems and latent dangers. The scale of construction land experienced strict control, on the contrary, the quality, nothing. Urban planning of Shanghai ignored the gap between the city?s ever-changing demands and the ossified size-control policy. The method of urban planning, actually a kind of public policy, was excluded. And as a result, the academy focused more on facility, instead of the policy itself.The author views it is just the appearance of the problem that the scale of construction land is out of control. The deeper problem is the local governments? erroneous understandings on urban growth and economic growth. Therefore, the key to solve the problem is the transformation of government function. As for the field of urban planning, a consideration of long term strategy beyond the level of tool should be discussed. The author elaborates that the quality of residential environment and cities? developmental needs should be returned to, and further pursued as well.
