Building Humanistic Street-Study On The Composing Method Of Street Design Guidelines

Streets in cities carry both attribute of transportation and intersection,while modernism and functionalism focus only on the former,neglecting the latter,which leads to the occurrence of vehicle-oriented streets.This would cause lots of problems to the city and people in it would be peripheries.Therefore,cities both home and abroad came up with new concepts of streets design,reflecting the design concept of vehicle-oriented streets.Under such background,this paper proposes the concept of humanistic street.The concept of humanistic street is to reflect on vehicle-oriented streets,aiming to transform the subject from vehicles to people.Through research and comparison analysis to principles of western streets design,in combination with problems in national streets,this paper summarizes the general rule of street design guidelines,and provides more approaches that are down to earth in the two aspects of programming and implementation of guidelines,where lies the main purpose of this paper.This paper consists of seven parts,in which the first section is Introduction,presenting research background,motivations and methodologies;the second section introduces main concepts of streets and people-oriented streets,and summarizes the four characteristics of people-oriented streets,that is sharing,safety,ecology and vitality,based on current researches both home and abroad;in the third section,we choose four representative cities: New York,London,Boston and Abu Dhabi,and probe into design guidelines of these four cities,together with the case study of “Shanghai Street Design Guidelines” issued in 2016.This section tries to briefly state contents of each guideline and focus on each technical features;the fourth section is the main part of this paper,concerning mainly the three perspectives of control system,design execution and management and assessment,in which,we compare and analyze the strong and weak points of design guidelines both home and abroad,especially with that of Shanghai city,and point out the insufficiencies in design guidelines of Shanghai;the fifth section extends from Shanghai to the whole country,revealing the common issues and reasons in design and execution management;the next section starts with programming and implementation,and concludes the system structure,design approaches and main outcomes,as well as focus on public participation,organization coordination,clarity of assignment of rights and responsivities and introduction of mechanism of assessment;the last section elaborates the deficiencies of this research and comes up with expectations of future streets design.
