Research On The Project Cost Control Of The Dongbang A1 Placement Of The Housing Project

In new normal economic situation,the overall working tone of our Government is maintaining stability while implementing macroeconomic policies.By a moderate expansion of aggregate demand,the government continues promoting national economic through implementing proactive fiscal policy,prudent monetary policy and other measures.Government investment project is a recipe of the demand of the government moderate expansion.It is also the focus of social concerns.Under the supervision of public opinion,it plays a leading role of the market.The author intended to discuss how to control the project cost of The Dong Bang A1 Placement of the housing in the view of construction agent unit.The cycle of project-cost control was divided into decision-making stage,design stage,bid stage,construction stage and account stage.The author analysis the lifecycle of the project construction cost control using engineering cost control theory,literature research method,comparative analysis method,and case analysis method.In the part of decision-making stage,the analogous estimating method was applied to the feasibility study report;In the part of design stage,the VE(value engineering)theory was applied to analyze the technical-economy validity of designs.In the part of bid stage,the AHP(analytic hierarchy process)theory was applied to make improvements of the Construction units' public bidding;In the part of construction-section stage,the Earned-value method was applied to research how to control the project cost in the process of the construction;In the part of account stage,the real time settlement and joint account method was applied to control the project cost.Through studying the life cycle of Dong Bang A1 resettlement housing project cost control,we can find the project cost control target is not static from the project decisions to the completion of settlement in various stages,but is a dynamic process which is from coarse to fine,progressive approach and gradually decompose layer by layer.The significance of the project cost control is to correct investment deviations timely,reduce or avoid investment risks during the project's life cycle construction.
