Risk Control Research Of Government Construction Project

With the increase of investment in fixed assets and socio-economic development,the government investment non-operating items increases year by year.In order to strengthen the management of the field,the government introduced the agent model gradually.To promote the city-building process,Sichuan province has set up five state-level High-tech zones and fifty-two provincial economic development zones.From advanced models of coastal areas,the amount of government investment projects in Sichuan provinceincrease,as well as scientific and efficient management of government investment projects.However,due to shorter Construction Agent System,the establishment of High-tech zone is not long,the government management function mechanism is not perfect and part of the large number of investment projects,operation process complex,construction difficulty higher and other factor,it exits many problems in the current project management,so which also bring a series of risks to the Government Invesment Project Management.Therefore,risk management and countermeasures for Sichuan provincial government investment project agent system has important practical significance.First of all,the research introduces the theory of government investment project agent non-operating concepts and risk management,concludes and ananlyses agent construct management model of the coastal area.Secondly,in the perspective of the government,the paper assesses and classifies the factor index that the government faces among early decision,natural environment,policy,management and economy by Delphi method.According to hierarchical structure,the paper carries out the comprehensive evaluation on the risk of High-tech zone construction project in Sichuan province.Besides,the paper obtain the evaluation result by taking south lake Eco-city C block government project risk analysis in Zigong city as an example by the evaluation model.Finally,based on the theory and empirical analysis above,the research proposes the countermeasures and suggestions of avoiding risk on construction project in Sichuan province High-tech zone,which will provide a reference for management agent in government investment projects in the future.
