With the rapid development of highway industry,China has built a very large road network.And the focus of China's highway construction has gradually changed from construction to maintenance.With the increasing mileage of pavement maintenance,regardless of the level of the highway,they are faced with the problems such as the limitation of the maintenance fund,the unreasonable use of funds and the gradual decline of the service level of the pavement.The traditional empirical decision-making model was too subjective and lack of scientific and systematic principles,which has long been unable to satisfy the needs of today's pavement maintenance.It is necessary to put forward a reasonable way of pavement management so as to ensure the reasonable use of pavement maintenance funds and the best service level on roads.Firstly,the current situation of pavement maintenance management at home and abroad was discussed,and then a regional county road network was taken as a research case,the decision optimization model of pavement maintenance and rehabilitation management at network level was developed which includes the evaluation and the prediction of pavement performance,and the basic principles and methods of pavement management decision and optimization model was described in detail.Then,the maintenance needs and treatments of network level pavement management was analyzed,and the proposed combination of pavement performance was simplified.The matrix sorting method to prioritize the pavement management and the optimal allocation model to optimize the maintenance funds were proposed.This paper focus on the accurate prediction of pavement performance and the optimization of the maintenance fund allocation.A grey Markov forecasting model based on grey model and Markov chain was proposed on the aspect of pavement performance prediction.The effectiveness and accuracy of the proposed model was verified by a practical case.The results show that the grey Markov model has higher prediction accuracy compared with the traditional grey model.In order to optimize the allocation of maintenance funds,the 0-1 knapsack problem model was used to solve the problem,and combined with the current pavement conditions of the county road in Foshan,the network pavement maintenance and rehabilitation management method was developed.Optimization of the allocation of maintenance funds was key issue which optimizes the pavement maintenance management decision under the constraint of funds,and develops a scientific and reasonable maintenance plan to maximize benefit of pavement maintenance funds.The pavement quality index(PQI)was used as the index of pavement maintenance efficiency,and the core algorithm of the optimization model was programmed by LINGO software.
