The energy consumption of the building is about one-third of the total energy consumption of the whole society,and it is the energy-saving potential.With the progress of the urbanization process,the total building energy consumption will be further increased,thus further strengthening the building energy efficiency is still the focus of future energy conservation.Shaanxi Province in the successful completion of the building energy-saving three-step task,the future of building energy efficiency work to carry out the urgent need for practical and clear planning.Based on the present situation,this paper has carried on a series of research on the improvement system of building energy efficiency in Shaanxi Province according to the climatic situation and the current situation of building energy saving in Shaanxi Province,drawing lessons from the development experience at home and abroad:By using the method of DeST energy consumption simulation and marginal benefit analysis,this paper determines the improvement rate of new building energy efficiency in Shaanxi Province,and validates with the research results of Delphi questionnaire,and makes a reasonable adjustment to the new building energy efficiency standard Set: residential buildings: by 2020,the implementation of 75% of the comprehensive energy efficiency standards in Xi'an,cold regions(except Xi'an area)began to implement 75% energy efficiency standards,hot summer and cold winter areas began to implement 65% energy efficiency standards;The implementation of ultra-low energy consumption standards in the region,the cold area full implementation of 75% energy efficiency standards,some buildings began to implement ultra-low energy standards,hot summer and cold winter comprehensive implementation of 65% energy efficiency standards,some buildings began to implement 75% energy efficiency standards;Year,all the province built a comprehensive implementation of ultra-low energy standards.In 2025,the Xi'an area fully implemented 75% energy efficiency standards,other areas of the full implementation of 70% energy efficiency standards,some of the construction began to implement 75% of the energy efficiency standards,the implementation of 70% of energy efficiency standards in other parts of the region,% Energy efficiency standards;2030,all public construction of the full implementation of ultra-low energy standards.The use of Delphi law on the existing building energy-saving renovation in Shaanxi Province,green building,building carbon emission targets,construction waste recycling and assembly-building buildings and other energy efficiency indicators related to the lifting of the gradient set.Take the proportion of energy-saving buildings in Xi'an area as an example: By 2020,energy-saving buildings accounted for more than 70%,the unit building area energy consumption decline ratio(2016 as the base)25%;by 2025,energy-saving buildings Accounting for more than 80%,the unit floor area energy consumption decline ratio(2016 as the base)40%;by 2030,energy-saving buildings accounted for more than 90%,the unit floor area energy consumption decline ratio(based on 2016)55 %.The other indicators to enhance the gradient of the combination of the situation in their own regions to draw their own reasonable to enhance the gradient.According to the roadmap of building energy efficiency improvement in Shaanxi Province,this paper makes a qualitative study on the energy efficiency improvement support system of Delphi method in combination with the existing problems of building energy saving in Shaanxi Province,and puts forward some suggestions on the establishment of support system of building energy efficiency in Shaanxi Province: The promotion system should be composed of five systems: policy system,technology,economy,capability and market.In the near future,economic incentives should be strengthened to promote the transformation of energy saving and transformation to green,and the technology should be fully selected.Long-term should strengthen the technical input,the establishment of renewable energy to promote the application system.In this paper,the method of energy consumption simulation and marginal benefit analysis is combined with the qualitative study of Delphi questionnaire,and the road map of building energy efficiency improvement in Shaanxi Province is put forward,which provides a reference for the study of building energy efficiency planning.Based on the comprehensive investigation of the current situation of building energy saving in Shaanxi Province,this paper puts forward the improvement of building energy efficiency and the support system of building energy efficiency in Shaanxi Province,which is proposed by qualitative and quantitative research.The "13th Five-Year Plan" of building energy saving in Shaanxi Province is formulated And even the future development of building energy efficiency to provide a scientific guide.
