Research On The Reform Of Environmental Protection Acceptance Systemof Construction Projects

Economic growth of our country has got great achievements since the implementation of reform and opening up.Meanwhile,the environment problems that it brings have been particularly prominent.The ecological environment,especially air,water and soil,is extremely serious,which has become a protruding short board in building a well-off society in “the 13 th Five-year” period.During “the 12 th Five-year” period,especially since the 18 th CPC national congress,the Party Central Committee put the construction of ecological civilization into the overall layout of “five in one”,emphasis firmly establish the “five concepts of development”,put the ecological civilization construction and environmental protection into a more important strategic position,the Environmental protection efforts unprecedented,the process has accelerated significantly,all of which has become a better way to deal with economic development and environmental protection relations,and a guiding ideology to promote sustainable economic and social development.Project construction,especially the construction of major projects,is an important support for economic and social development.However,driven by the pursuit of GDP growth,the local government’s enthusiasm for project construction is unprecedentedly high,the number of construction projects has increased rapidly.Therefore,how to protect the corresponding environmental protection facilities and measures in the construction of the projects that is more influential to the environment,and to control the impact of the project construction on the environment to the minimum possible level in the technical aspect is crucial in the source control of environmental management.The research object of this paper — completion of environmental protection acceptance system of construction project,is the most important restrictive management system to implement the environmental protection requirements of the construction project in order to ensure the effective operation of the environmental protection facilities and measures before the implementation of the construction project.The focus of this paper is to start from the system of environmental protection acceptance system of construction project,and try to make a useful reform of the system to make it more in line with the current environmental management requirements by analyzing the outstanding problems in the operation of the system.After many years of environmental management practice,the author deeply felt that the completion of the present construction project environmental protection and acceptance system and the current ecological civilization system reform and the overall requirements to improve environmental quality as the core of the basic goal of environmental protection does not match.“Not test the first vote”,“longtraced” and other issues can be found everywhere,the required role of construction project completed environmental protection and acceptance system to prevent environmental pollution and ecological damage,and continuous to improve the environmental quality has not been given full play.At present,the research on the acceptance system of environmental protection acceptance of construction projects is still at the technical level such as acceptance and monitoring,which lacks deep-seated discussion of the top-level design and operation mechanism of the system.On the analysis and basis of summarizing the practice of numbers of construction project completion environmental protection acceptance management,the author draws the conclusion that construction project completion environmental protection acceptance management as an independent administrative license has not been suited with the ecological civilization construction and environmental protection new situation,the reform is imminent.And the key of it is to change the pre-management model of completion of environmental protection acceptance into pollution prevention to pollution control and emission control of the whole process of supervision.The author puts forward that the best way to reform the acceptance system of environmental protection and acceptance of construction projects is to improve the existing sewage permit system,and to integrate the environmental protection and acceptance of the construction project with the sewage permitting so as to standardize the sewage of enterprises and institutions according to law behavior of the basic environmental management system,and make it truly play a core role in improving environmental quality to realize the systematization,scientification and refinement of environmental management.
