Study Of Shijiazhuang City Highway Road Administration

With the rapid development of economic construction,the highway construction is developing as fast as possible.Such a trend does good to the prosperity and development of economy,but also bring some illegal behaviors: disorderly building,occupy,damage roads and land used by roads and road ancillary facilities etc.Some vehicle drivers are attracted by interests who drive the overloaded vehicles on road.Such illegal behaviors not only brings huge economic losses to the nation,but also makes a serious threat people's lives.In these cases,we need to have a strong law enforcement team to manage the road that ensure the safety of the road.But the current situation of road management can not meets the needs of the development of the road.In this paper,based on the key issues,through the analysis of the management system,the law enforcement team,the law enforcement status,to find the problems as follow:the management system of "the separation of management and maintenance" is unreasonable;lack of funds affect the normal operation;lack of incentives,low working motivation of employee;the average age of stuff is high;the lack of professionalize;the law enforcement environment is facing serious challenges;the laws and regulations are not perfect;lack of funding sources;to pursue the interests of overload control as the purpose instead of the essence of overload that to ensure the safety of road;the stuff's work-life benefits can not match the high risk working environment;the lack of service awareness,low service quality;lack self protection and etc.According to these problems,to find the solutions are: to make a clear and unified management system;the management authority is clear,clear responsibilities of highway management,using human resources to full advantage,make a defensive measure in the highway management system;find the source treatment of the overloading of vehicles.Finally from this paper's analysis of Shijiazhuang highway administration,to get some advises.And such advises can make Shijiazhuang highway administration get better and better.
