Countermeasure Research On Henan Province Highway Overload

With the rapid development of China’s economic construction, the need of all kinds of building materials also shows a tendency of massive growth. The transportation of goods, such as cement, steel, stone, sand, lime, iron and steel, large equipment and raw materials, which also includes some super large containers that have been illegally modified, has caused considerable threat to road safety, at the same time, it also has caused the damage of road infrastructure. For example, the part of road from Xinxiang to Huojia, which belongs Changji highway, is bumpy and appears a lot of damages, which has already affected the traffic safety. The threat and damage have become an increasingly influence on the highway, so overload transportation management is urgently needed. In order to protect highway facilities and ensure traffic safety, the regulation of overload transportation must be strengthened, vehicle transportation must be strictly regulated.First of all, on the basis of research background and topic significance, this paper systematically introduces the cognition of harmfulness of overload transportation both domestic and overseas, improving process of regulations of overload transportation management, relevant measures and methods, regularly concludes overload transportation management and its experience both domestic and overseas.Then, this paper discusses the overload connotation, current situations and problems of highway overload transportation management in Henan province. Analyzes current situations of overload transportation management in Henan province from three sides: achievements, insufficient and causes of insufficient. According to the current situation of highway overload transportation management in Henan province, puts forward countermeasures and suggestions of future development, mainly through perfecting laws and regulations, cleaning the source of overload transportation and breaking the interest chain.This paper considers that in order to achieve the sustainable development of highway overload transportation management in Henan province, firstly, make full use of existing resources and improve the existing management methods, secondly, establish linkage mechanism by integrating existing resources, finally, reduce the payment of various fees continuously, standardize the transportation market further. Only through these ways to reduce the number of overload vehicles fundamentally.
