Research On The Countermeasures And Effect Evaluation Of Road Passenger Transport Into Comprehensive Transport Service

With the development of China’s comprehensive transport system,the transport infrastructure has become increasingly mature.The good infrastructure and the improvement of living standard of the residents makes the demand of the passengers towards the personalized and multi-level development,and it is urgent to need the smoothly connected comprehensive transport services.The introduction of comprehensive transport services "thirteen five" development plan means that our country enters the period of paying equal attention to construction and service.Service as the "product" of the transport industry is the fundamental purpose of building an comprehensive transport system.Road transport as the most demand,the largest volume,and the most direct and the most closely linked to passengers’ life mode of transport in comprehensive services,with a high degree of accessibility,wide service,flexibility and other characteristics,in addition to providing trunk transport services,but also for the air transport,rail transport,water transport to provide passenger flow distribution services has an irreplaceable position in the comprehensive transport services.But the current road passenger transport is not well integrated into the comprehensive transport services,there exist many problems.Finding the countermeasures that road passenger transport be integrated into the comprehensive transport services and coordinated with other modes of transport,to provide passengers with the whole process,integrated comprehensive transport services is essential.Based on the analysis of the connotation of the comprehensive transport service,this paper analyzes the services needed in the passenger comprehensive transport service from the perspective of the travel chain,and summarizes the service into the transport service,the ticket service,the information service and the transfer service.On the analysis of the performances that road passenger transport is not integrated into comprehensive transport services,the reasons are analyzed from four aspects: facilities,information,system and transport organization.Construct the effect evaluation system of the countermeasures,and select the evaluation index and evaluation method to evaluate the implementation effect of the countermeasures.Finally,taking Shaanxi Province as an example,this paper analyzes the current situation of road passenger transport into comprehensive transport service and evaluates the present situation.From the system integration,facility integration,information fusion and transport organization integration four aspects,combined with the current situation,the countermeasures of road passenger transport into comprehensive transport are put forward.Using the questionnaire survey method,the data were collected,and the effect of the countermeasures was evaluated by fuzzy comprehensive evaluation method based on AHP,and the validity and feasibility of the countermeasures were verified by comparison with the present situation.The results show that Shaanxi Road passenger transport cooperates with rail、air and other transport modes to carry out passenger intermodal transport services,the opening of differentiated transport services,the establishment of comprehensive transport service information system,the construction of comprehensive passenger hub,the establishment of integrated ticketing information platform five measures can promote the road Passenger transport into comprehensive transport services.And carrying out passenger intermodal transport services has the most obvious effect.The conclusion provides a theoretical basis for the integration of road passenger transport into comprehensive transport service,which has certain guiding significance to reality.
