The phenomenon of "garbage siege" not only threatens the health of residents seriously,but also has a negative impact on China's construction of a green conservation-oriented society nowadays.The BOT waste incineration power generation project can not only effectively disposes the living waste as well as solving the garbage stacking phenomenon,but also turns the garbage into electricity,producing better social and economic benefits.It is found that there are different problems in different implementation processes because of the lack of the building experience in our country.This paper based on the project company's position,combined with the actual case of waste incineration power generation BOT in wulian county and probes into the risk management of the waste incineration power generation BOT project.The following works are mainly done:(1)From the theoretical research of waste incineration power generation BOT project,making a definition of such projects and BOT model theory to some extent,this paper also analyzes that the necessity of introducing the BOT project as well as introducing the characteristics and the definition and elements of risk,discussing the definition and the process of risk management.(2)Based on the analysing case,literature reviewing and interviewing experts,this paper identifies and interpretes the risk factors of the waste incineration generation BOT project.By using the RBS method to classify and classify the identified risks and the risk structure system of the BOT project is preliminarily formed.(3)Through the issuance of questionnaires,the evaluation system of risk index was constructed by integrating expert opinions with SPSS19.0.In this paper,the applicability of each evaluation method is discussed,and the model is constructed based on the index weight improvement method based on the correlation degree,and the evaluation model of risk level evaluation based on grey clustering analysis is proposed.(4)Using questionnaire survey in combination with SPSS19.0 and integrating the expert's opinion,this paper confirms the risks of a project company that the local governments and investors need to share respectively and jointly,what provides the thinking ideas of how to share the risk for the subsequent actual operation of the BOTproject(5)In combination with the practical situation of wulian county garbage incineration power generation of BOT project,this paper builds and uses risk index system and evaluation model to evaluate the risk condition of project,and according to the risk assessment results to put forward reliablemeasures for the project.The research results of this paper,ensuring that the waste incineration power generation project of BOT mode can be built effectively and has great significance on which plays its proper social benefit and provides certain theoretical guidance and support for risk management work of wulian garbage incineration power generation phase ii project.
